About this opportunity

Detroit Public Schools Community District is requesting proposals for a general contractor to renovate the Cass Technical High School athletic field, with proposals due August 21, 2026 at 12:00 p.m. via DemandStar.com and a mandatory site walkthrough on August 6, 2026 at 11:30 a.m. The project is subject to Michigan State Prevailing Wage Laws (Michigan Public Act 10 of 2023), requiring prevailing wages for all contractors and subcontractors.

The scope includes demolition of the existing field and utilities, installation of synthetic turf with shock pad, new scoreboard with drilled shaft foundation, field lighting (basis of design Musco Sports Lighting), bleacher relocation and replacement options, underground drainage and stormwater detention systems, pedestrian paving, fencing, locker room and concessions building renovations, and site restoration. Geotechnical investigation identified subsurface conditions of clayey topsoil over granular and cohesive fill containing occasional brick and construction debris, with stiff to hard lean clay at depths of 5 to 15 feet. The contractor must submit a drilled shaft installation plan 21 days before shaft construction begins and retain a qualified geotechnical representative on-site during construction to verify conditions.

Minimum qualifications require ten consecutive years in business, Michigan licensure, successful completion of at least three projects within the last five years valued at $8,000,000 or greater involving substantial earthwork, site development, underground utilities, athletic facilities, or similar scope, and an Experience Modification Rate (EMR) less than 1.0. Proposals must be submitted on a lump sum basis with detailed cost breakdown. Five allowances totaling $438,000 include City of Detroit permitting ($138,000), contaminated soils haul away ($100,000), underground stormwater piping and detention ($50,000), soil undercut and stabilization ($100,000), and dewatering ($50,000). Bid security of 5% of total bid amount and performance and payment bonds equal to 100% of bid amount (including accepted alternates) are required. The contract is scheduled to commence December 23, 2026, with substantial completion by August 13, 2027. The architect is The Collaborative, Inc., Toledo, Ohio. Contract terms include AIA A201-2017 General Conditions, 10% retainage, 30-day final payment, comprehensive insurance with DPSCD as additional insured, and 24 months of call-back and facility support following substantial completion. Written questions are due August 11, 2026 by 12:00 p.m.
