26M: West Lake WWPS Replacement RFSQ
The Granger-Hunter Improvement District (GHID) in Utah is requesting statements of qualifications for engineering design and construction manager/general contractor preconstruction services for the West Lake Wastewater Pump Station Replacement Project, with SOQs due October 21, 2026 at 5:00 PM Mountain Time. The project relocates the existing West Lake WWPS from West Valley City to the southeast corner of Bangerter Highway to accommodate UDOT's construction of a new overpass. The replacement pump station will operate at approximately 212 gallons per minute average flow and 276 gallons per minute maximum flow. Project completion is required by June 2028 to align with UDOT's schedule. This is not a federally funded project. The project manager must hold a Professional Engineer license in Utah and demonstrate experience on at least three wastewater pump station projects of similar type and scope, plus at least one UDOT coordination and CM/GC project. The selected firm must carry Commercial General Liability insurance of $2,000,000 per occurrence and $3,000,000 aggregate, and Professional Liability insurance of $5,000,000 minimum. Evaluation weighs Firm Information (15%), Project Manager qualifications and experience (35%), Project Team qualifications and experience (35%), and Key Differentiators and Schedule (15%). SOQs must not exceed fifteen 8-by-11-inch pages, excluding cover, index, and appendices. The RFSQ does not require fee proposals at the SOQ stage; compensation will be negotiated with the highest-ranked firm on a fair and reasonable basis. The highest-ranked firm will be notified by October 28, 2026, with fee proposals and scopes of work due by November 4. A recommendation of award is anticipated by November 17, 2026. Questions are due October 14, 2026 at 5:00 PM. Submissions are electronic through the Utah Public Procurement Portal.
