A recommendation of award is anticipated by November 17, 2026. The project must be completed by June 2028 to meet UDOT's schedule, and this is not a federally funded project.
The RFSQ does not require fee proposals at the statement of qualifications stage; compensation will be negotiated with the highest-ranked firm based on fair and reasonable determination. Minimum qualifications require the project manager to be licensed as a Professional Engineer in Utah with experience on at least three wastewater pump station projects similar in type and nature and at least one UDOT coordination and CM/GC project. The consultant must carry Commercial General Liability insurance of $2,000,000 per occurrence and $3,000,000 aggregate limit, and Professional Liability insurance of $5,000,000 minimum. Evaluation criteria are weighted as follows: Firm Information (15%), Project Manager qualifications and experience (35%), Project Team qualifications and experience (35%), and Key Differentiators and Schedule (15%). Statements of qualifications shall not exceed fifteen 8-by-11-inch pages, excluding cover, index, and appendices. The District reserves the right to reject any SOQ, waive informalities, hold discussions with potentially qualified consultants, or award based on initial submissions without further discussions.

Request for Statement of Qualifications (RFSQ) to Provide
Engineering Design and CM/GC Preconstruction Services for:
26M: West Lake WWPS Replacement Project
October 2026

Introduction
Granger-Hunter Improvement District (District) provides water and wastewater services to a population of approximately 130,000 people in a 24.5 square mile area in the central portion of Salt Lake County. The District’s mission is: “Stewards of Water: delivered clean and safe for daily use and collected responsibly to protect public health and the environment.” To meet its mission, the District maintains over 375 miles of waterlines, 300 miles of wastewater collection lines, ten storage reservoirs, eight deep water wells, two groundwater treatment plants, and twelve wastewater lift stations. The District is responsible for the planning, engineering design and construction of its water system and wastewater infrastructure improvements, upgrades, replacement, and other related projects and systems within the District's service area. The Granger-Hunter Improvement District (District) is planning the 26M: West Lake Wastewater
Pump Station Replacement Project. The existing West Lake Wastewater Pump Station (West
Lake WWPS) is located near 2700 South and 3800 West, adjacent to Bangerter Highway in West
Valley City, Utah. The Utah Department of Transportation (UDOT) needs the pump station relocated across Bangerter Highway to the east side to accommodate construction of a new overpass. The proposed replacement site is generally at the southeast corner of Bangerter
Highway. The planned pumping capacity is approximately 212 gallons per minute (GPM) average flow and 276 GPM maximum flow.
This Request for Statement of Qualifications (RFSQ) is part of a competitive procurement process to select Design Professional Services which helps to serve the best interests of the District and its customers (Utah Code 63G-6a-15). It also provides each respondent with a fair opportunity for its services to be considered. As such, do not include a scope of work or fee proposal at this time.
All information submitted in the RFSQ is subject to the Utah Governmental Records and Management Act (GRAMA).
Requirements
The Consultant shall:
1. Coordinate with UDOT, UDOT's Program Manager, UDOT's Designer, West Valley City, utility owners, and other affected parties throughout design.

2. Complete surveys and base mapping, geotechnical investigations, utility research, record drawing review, potholing, and other subsurface utility investigations needed to support design.
3. Confirm design criteria and perform hydraulic evaluations and flow studies to establish accurate flow data.
4. Evaluate flooded suction, self-priming, and in-line pump station configurations and recommend a preferred alternative based on reliability, maintainability, lifecycle cost, site constraints, operating requirements, and compatibility with District standards.
5. Recommend appropriate timing for CM/GC procurement relative to design development and UDOT coordination. It is anticipated that this project needs to be completed by June 2028 in order to meet UDOT’s schedule. This is not a federally funded project.
6. Define the roles and responsibilities of the District, Consultant, CM/GC, UDOT, UDOT's Designer, and other affected parties during design and construction.
7. Assist the District in negotiating and documenting a reimbursement agreement with UDOT, including defensible cost allocations, eligible-cost support, scope boundaries, schedule responsibilities, and supporting exhibits.
8. Assist with property, easement, right-of-way, access, utility, and permitting requirements for the new site and pipeline relocations.
9. Identify, evaluate, and design the wastewater pipeline replacements, relocations, temporary connections, and final tie-ins associated with the Bangerter Highway overpass project. The Consultant's responsibility ends at the future property line; all other utility design will be the responsibility of UDOT.
10. Prepare preliminary and final design documents for the relocated West Lake WWPS, including the site, structure or enclosure, pumps, piping, valves, electrical service, standby power, controls, SCADA, security, access, drainage, landscaping, and related appurtenances.
11. Design the replacement station without odor-control facilities, unless design findings establish a need and the District authorizes the additional scope.
12. Provide design-phase public and stakeholder coordination support as directed by the District.
13. Prepare construction cost estimates and project schedules at appropriate design milestones.
14. Assist in preparing the CM/GC solicitation, including the project description, scope of preconstruction services, minimum qualifications, evaluation criteria, procurement schedule, interview materials, pricing forms, and proposed contract requirements.
15. Participate in pre-proposal meetings, respond to technical questions, assist with addenda, and support evaluation, interviews, reference checks, selection, and contract negotiations.
16. Coordinate the CM/GC's participation in design reviews, constructability reviews, value engineering, risk management, construction sequencing, temporary pumping, shutdown and tie-in planning, site logistics, subcontractor outreach, and scheduling.
17. Develop sequencing, bypass pumping, temporary facilities, startup, testing, commissioning, and demolition or abandonment requirements so that the existing pump station remains operational until the replacement station is placed in service. Coordinate with UDOT on abandonment requirements.
18. Review and reconcile the CM/GC's cost estimates against the Consultant's independent estimates at established design milestones.
19. Assist in developing and evaluating early-work packages and long-lead equipment procurements, including confirming that each package has sufficient design completion, permitting, funding, and written authorization before proceeding.
20. Obtain required approvals from applicable agencies, including West Valley City and the Utah Division of Water Quality, and support UDOT permitting and coordination requirements.
21. Assist in evaluating labor, material, equipment, subcontractor quotations, general conditions, fees, allowances, contingencies, escalation, and other components of the CM/GC's proposed pricing.
22. Assist in negotiating the final construction price, guaranteed maximum price, or other agreed construction-price amendment.
23. If the District and CM/GC cannot agree on an acceptable construction price, assist in preparing the project or remaining work for procurement through another legally authorized construction delivery method.
24. Maintain documentation needed to support UDOT review, authorization, reimbursement, and final cost reconciliation.
RFSQ Requirements
The following items shall be addressed in the Consultant's SOQ in addition to the other items described in this RFSQ. SOQs shall be submitted electronically on the Utah Public Procurement
Portal (U3P) using the State of Utah Public Procurement Place (U3P) at:

The District's RFSQ does not obligate the District to award any contract or to pay any costs incurred in the preparation of a SOQ, interview, or associated materials. The Consultant's SOQ for this project shall not exceed fifteen (15), 8 ½ x 11-inch pages (not including the cover, index or appendices) in letter format. Resumes of key staff members and detailed past project information may be included in an appendix. Do not include a fee proposal (or hours per task/team member or any hourly rates) as part of this RFSQ.
The SOQ shall include the following items in the order listed:
Cover/Cover Letter: Clearly identify the primary point of contact and provide contact information, including title, address, phone number and e-mail address. Include a description of the document and the company submitting it.
Section 1: Firm Information: A short history of the firm, and some history of previous similar projects that have been completed. Include the same information for any sub-consultants. Include the following information:
1. Contact information and location of office.
2. Liability Insurance Information.
3. Firm familiarity with the District’s facilities and operations.
Section 2: Project Manager: It is anticipated that the project manager will be involved throughout the entire course of the project. Typical key roles and responsibilities include conducting meetings, project execution and coordination, budget management, resolving key issues, project closeout, etc.

The proposed project manager shall be identified along with the following information:
1. A brief resume summarizing relevant project management experience of the proposed project manager, emphasizing past performance on District projects.
2. A list of past projects completed by the proposed project manager. Project list shall include projects of a type and nature similar to the project detailed in this RFSQ. Provide project title, date of completion, description of work performed, address, phone number, and contact person. Emphasize experience with UDOT relocation and utility work, and experience with CM/GC.
3. The physical location of the Project Manager and their availability.
Any changes made to the Project Manager throughout the duration of the project will be subject to resubmittal of SOQ and reevaluation.
Section 3: Project Team/Firm Information. The Project Team/Firm Information will be evaluated based on their experience level with flooded suction, self-priming, and/or in-line pump station systems and the additional requirements listed within this RFSQ.
Key staff members of the Consultant, subconsultants, or special consultants that shall be committed to this project shall be identified along with the following information:
1. Specific areas of responsibility for key staff members on this project (including subconsultants) and extent of involvement in these areas.
2. Summary of specific experience and qualifications of key staff members in the areas of responsibility for this project. List of past projects of similar work performed by key staff members detailing their responsibilities and extent of involvement on these projects (list year, project type, size, etc.). Emphasize experience with UDOT relocation and utility work, and experience with CM/GC.
3. Provide a percentage of time each key staff member of the consultant, subconsultants, or special consultants shall be dedicated to this project. Identify the physical locations of each member of the Project Team.
4. Identify any other firm resources that may be relevant to this project, including their location and availability.
Any changes made to the Project Team/Firm Information throughout the duration of the project will be subject to resubmittal of SOQ and reevaluation.
Section 4: Key Differentiators and Schedule: The Consultant shall include suggestions for types of work to accomplish the goals, or any other items that would be key differentiators between the Consultant and other proposers and shall include a proposed schedule for completing the design phase engineering services, and the proposed CM/GC schedule.
Minimum Qualifications/Requirements
Consultants are required to meet the following minimum requirements to be considered responsive to this RFSQ:
1. Project Manager:
a. Licensed as a Professional Engineer in Utah.
b. Experience with at least three (3) wastewater pump station projects of a type and nature similar to the project detailed in this RFSQ. Experience with at least one (1) UDOT coordination and CM/GC project.
2. Project Team:
a. Experience with at least three (3) wastewater pump station projects of a type and nature similar to the project detailed in this RFSQ. Experience with at least one (1) UDOT coordination and CM/GC project.
3. Insurance (provide insurance certificate):
a. Commercial General Liability: $2,000,000 per occurrence / $3,000,000 aggregate limit
b. Professional Liability: $5,000,000 minimum
SOQ Evaluation Criteria
The Consultant's proposal shall be evaluated based on the following criteria:

The District will appoint an evaluation committee to review and rank the SOQs based on the criteria shown above.
Schedule
A schedule of key dates for the RFSQ process is as follows:
1. Questions Due – Wednesday, October 14, 2026 by 5:00 PM
2. SOQs Due – Wednesday, October 21, 2026 by 5:00 PM.
3. Highest-ranked firm notified – Wednesday, October 28
4. Fee Proposal and Scope of Work Due – Wednesday, November 4, 2026
5. Recommendation of Award – Tuesday, November 17, 2026
SOQs shall be received online via Utah Public Procurement Place (Bonfire) no later than the date and time identified above. Questions shall be submitted through Bonfire.

Scope of Work and Fee Proposal
The District intends to negotiate a contract with the highest-ranked firm for the required services specified at compensation determined to be fair and reasonable. Once the highest-ranked firm has been notified, a detailed Scope of Work and Fee Proposal associated with this project shall be provided by the firm.
The Fee Proposal shall include a summary of labor hours and hourly rates per task broken down by team member. Each task shall be sub-totaled with labor hours, labor costs, and expenses. Any additional items shall be labeled as such and included as a separate task. Clearly identify any subconsultants and any associated markups.
The fee proposal due date will be identified in the final procurement schedule. The District shall review the fee proposal and determine if it is fair and reasonable. If the District determines it is not, negotiations shall begin to come to a mutually agreeable fee. If a satisfactory agreement cannot be reached, the District shall terminate discussions with the highest-ranked firm and enter negotiations with the second highest-ranked firm.
Contract Award
The District may (1) reject the SOQ, and/or (2) waive informalities and minor irregularities in the SOQ received and/or (3) hold discussions with consultants who submit SOQs determined to be reasonably susceptible of being selected for award and/or (4) award a contract on the basis of the initial SOQ and fee SOQ received without discussions.
