About this opportunity

Northern Virginia Community College (NVCC) is requesting sealed bids for renovation of third-floor laboratory spaces at its Annandale Campus, with bids due September 21, 2026 at 2:00 p.m. through eVA, and a pre-bid conference on September 3, 2026 at 10:00 a.m. A valid Virginia Class A Contractor License is mandatory; Home Improvement Contractor and Residential Building Contractor classifications alone are insufficient.

The scope reconfigures rooms CM311 and CM365 (combined 1,331 square feet) into a unified classroom laboratory through selective demolition of the existing partition wall, removal and in-kind replacement of affected floor finishes and ceiling grid, patching and painting of walls, installation of new floor and wall-mounted power outlets, and provision of new electronic door access (EDA) systems to existing fire-rated doors. The work qualifies as an Alteration Level 2 project under the Virginia Existing Building Code and must comply with the 2021 Virginia Construction Code, International Building Code, International Mechanical Code, International Plumbing Code, NFPA 70 (2020), and Virginia Energy Conservation Code (2021). ADA Title II accessibility standards apply. The project is located at 8333 Little River Turnpike, Annandale, Virginia 22003 (CM McDiarmid Building, originally constructed 1993, classified Use Group B with IIB construction classification).

The contract will be awarded on a lump sum basis to the lowest responsive and responsible bidder. Substantial Completion is required within 90 consecutive calendar days from Notice to Proceed, with Final Completion within 30 days thereafter. Prevailing wage applies; sample rates include Electrician at $59.50 per hour plus $23.06 fringe and Carpenter at $23.34 per hour plus $5.04 fringe. All bidders must submit a Small Business Procurement Plan indicating proposed small business participation percentage. Bid Bond (Form CO-10.2) at 5 percent of Total Base Bid, along with Standard Performance Bond (CO-10) and Standard Labor and Material Payment Bond (CO-10.1), are required regardless of contract amount. All bidders must be registered vendors in eVA and must acknowledge Addendum 1 (issued September 1, 2026) on their bid form. Public bid opening occurs September 22, 2026 at 2:00 p.m. at NVCC Facilities Planning and Support Services, CW Building Room 312. Pre-bid questions must be submitted in writing at least six days prior to bid submission.
