About this opportunity

The City of Sioux Falls, through Minnehaha County in South Dakota, is issuing an Invitation for Bid (IFB No. 26-1090) for Pump Station 215 Discharge Piping Replacement, a capital improvement project estimated at $993,000 and funded through CIP No. 23044. This procurement seeks qualified contractors to execute comprehensive piping replacement and infrastructure upgrades at Pump Station 215, located at 3301 W. 12th Street, Sioux Falls. The scope of work includes removal and replacement of discharge piping for four submersible pumps across two separate wet wells, installation of two new submersible pumps and motors in the east wet well (to be furnished by the City), replacement of discharge piping in various diameters (6, 8, and 16 inches), installation of electric actuators on four existing gate valves, replacement of the facility's compressed air system with stainless steel piping connections, installation of pipe supports and reinforced concrete thrust blocks, and application of high-performance coating to exposed concrete and piping surfaces across 48 bid line items. Bidders must submit sealed electronic bids through the City's e-procurement portal by 2:00 p.m. Central Time on June 4, 2026, with public bid opening scheduled for 3:00 p.m. the same day at City Hall. A mandatory prebid conference is scheduled for May 26, 2026 at 9:00 a.m. at the pump station site, and all bidders must be registered as vendors on the City's e-procurement platform and acknowledge all posted addenda. Project completion is required by December 4, 2026, with liquidated damages applicable for work remaining uncompleted after this deadline. Bid security requirements include either a bond equal to 10 percent of the bid amount or a certified check equal to 5 percent for bids of $100,000 or greater, and Performance and Payment Bonds are mandated for all construction contracts exceeding $100,000.

The City of Sioux Falls reserves the right to reject any or all bids and make awards in its best interest, with local preference extended to materials, products, and supplies produced within South Dakota, subject to any federal funding restrictions that may apply. All bidders must comply with South Dakota Codified Laws 5-18A through 5-18D regarding prohibited foreign ownership and must provide appropriate insurance coverage including workers' compensation, commercial general liability, and automobile liability with specified minimum limits. Contractors assume full responsibility and liability for all City-furnished materials upon receipt and must accept them in "as-is" condition with no warranty of serviceability, with a separate bid item accounting for use tax on City-furnished materials valued at $10,313.70. The contractor must obtain a building permit from City of Sioux Falls Building Services at no cost, provide an approved construction schedule prior to the preconstruction meeting, conduct bi-weekly coordination meetings with subcontractors and the engineer, and submit shop drawings and operation and maintenance manuals for approval. The project requires coordination with Water Reclamation operations staff to minimize disruption to facility operations, with all work to be completed while the lift station remains operational with flow diverted between individual wet wells. The estimated project budget is $993,000, funded through City capital improvement funds.
