About this file

This document consists of detailed construction plans and specifications for Pump Station 215 Discharge Piping Replacement, a capital improvement project for the City of Sioux Falls, South Dakota (CIP No. 23044). The project involves the complete removal and replacement of discharge piping for four submersible pumps within two separate wet wells, along with associated infrastructure upgrades. The scope includes removing and replacing two existing submersible pumps and their discharge piping in the east wet well, replacing discharge piping for two previously installed pumps in the west wet well, installing electric actuators on four existing gate valves, replacing the facility's air compression system with stainless steel piping connections, and applying high-performance coating to exposed concrete and piping surfaces. The estimate of quantities includes 48 bid line items covering mobilization, equipment removal and installation, piping materials and fittings in various diameters (16-inch, 8-inch, and 6-inch), guide rail components, valve actuators, air compression equipment, and surface preparation and coating work. The project plans comprise detailed design sheets covering floor plans, piping layouts, electrical and instrumentation wiring, compressed air systems, process plans, and coating specifications across multiple sheets (A, B, D, H, L, M, N, R, U, and V series).

The project is estimated at approximately $993,000 and will be funded through City of Sioux Falls capital improvement funds. The City will furnish two submersible pumps and associated appurtenances for installation within the east wet well, as well as provide support services including wet well isolation, pumping down, and rinsing operations. The contractor assumes full responsibility and liability for all City-furnished materials upon receipt and must accept them in "as-is" condition with no warranty of serviceability. A separate bid item accounts for use tax on City-furnished materials valued at $10,313.70 (calculated at 6.2% of $166,350.00). The contractor is required to obtain a building permit from City of Sioux Falls Building Services at no cost, provide a construction schedule for approval prior to the preconstruction meeting, conduct bi-weekly coordination meetings with subcontractors and the engineer, and submit shop drawings and operation and maintenance manuals for approval. The project requires coordination with Water Reclamation operations staff to minimize disruption to facility operations, and the contractor must complete all work while the lift station remains operational with flow diverted between individual wet wells.

GENERAL NOTES

PROJECT SCOPE

This project consists of the complete removal and replacement of two (2) existing submersible pumps complete with pump discharge piping (east wet well), as well as the complete replacement of pump discharge piping for two (2) of the new pumps (west wet well) installed by the City of Sioux Falls (City). For this project, the City will be furnishing the two (2) submersible pumps as well as all appurtenances for installation within the east wet well. The City has previously completed installation of two (2) of the four (4) new pumps and now would like to replace the discharge piping for all of the pumps as it does not align with the new pumping equipment bases.

The project requires preparation (pipe draining, wastewater pumping, & cleaning), and various items necessary for the completion of the work. Permanent vactor truck connections are included with the project to improve future ease of draining the wet well.

Location of all the pumps should be set to line up with the center of the monorail crane located above the hatches. It is recognized that modifications to the guide rail support system will need to occur for the new Sulzer pumps to be removed from the wet well smoothly.

All four (4) of the previously procured pumps, discharge bases, guide rails, brackets, etc. have been delivered to the City (with two being temporarily installed) and information regarding them can be found in Appendix C of the specification booklet. Staff from Water Reclamation will transport the pumping equipment and parts to Pump Station 215 upon Contractor’s request.

Contractor to confirm all parts required for the installation of the pumps are available and shall order any additional parts required for installation. Notify the City or Engineer immediately of any missing parts that were required to be provided within the items procured.

This project also includes application of a high-performance coating (HPC) to the exposed concrete within each of the wet wells that is present below the existing PVC liner.

Electric actuators will be added to the three (3) existing 30-inch diameter double disc gate valves and the one (1) 16-inch diameter double disc gate valve located in the lower-level Valve Room. There are currently Easytork pneumatic actuators located on the four (4) existing 16-inch diameter plug valves, which are acting as check valves. The City will replace these four

(4) actuators located on the pump discharges prior to the project commencing and the Contractor will need to make permanent compressed air connections to them.

The existing air compressor will be removed and replaced with a rotary screw air compressor and all air lines between the air compressor and the actuators are to be replaced with stainless steel lines.

The City will assist with the following tasks:

1. Isolating the wet wells by operating the influent slide gates and any discharge valves.

2. Pumping down the wet wells.

3. Rinsing of the wet well walls and piping (pressure washing, if necessary, is to be performed by the Contractor).

Power is available at the site for the Contractor to use free of charge, if performing work associated with the project.

PREPARE AND COAT EXPOSED CONCRETE BELOW PVC LINER IN WET WELL (BID

ITEM 46)

Prepare surface by removing loose particles of grit, concrete, and other debris, prior to installing coating per Specification Section 09 96 05. The price provided by the Contractor per square foot will be considered as full compensation for furnishing and applying all coatings, labor, tools, and equipment, cleaning, preparation, repairs, grit removal, inspection, and phasing, protecting, executing, and any other work necessary to complete the task.

PREPARE AND COAT PUMP DISCHARGE PIPING IN LOWER-LEVEL VALVE ROOM

(BID ITEM 47)

Initially prepare surface by pressure washing existing piping to remove dust, dirt, and other debris. Abrasive blasting per NAPF 500-03 is preferred as the next step; however, if abrasive blast is not practical, mechanical preparation using a wire wheel or similar that gets down into the valleys of the coating is required to roughen the substrate and produce a surface profile that facilitates adhesion of newly applied coatings. Due to the uneven surface of ductile iron, use of a sanding wheel or grinder would only abrade the peaks and is not acceptable. Other options may include a chemical surface prep, water jetting, or dry ice jetting, at the Contractor’s option.

Contractor is only required to remove loose coatings and roughen the remaining intact coating prior to installing subsequent overcoating per Specification Section 09 96 05.

Remove all grease, oil, and surface contaminants prior to coating application, but use care to avoid damaging the substrate. Surface preparation may include solvents, hand tools, power tools, or abrasive blast cleaning as required to remove loose materials and to produce a surface suitable for coating adhesion. Care shall be taken to avoid damage to the ductile iron surface from overly aggressive blasting/cleaning methods. Existing firmly attached oxide layers may remain where intact. The Contractor shall establish acceptable surface preparation standards that are representative of ductile iron surfaces. Refer to NAPF 500-03 for further details on the guidelines for surface preparation for ductile iron pipe.

The price provided by the Contractor per square foot will be considered as full compensation for furnishing and applying all coatings, labor, tools, and equipment, cleaning, preparation, repairs, dust removal, inspection, and phasing, protecting, executing, and any other work necessary to complete the task.

Provide pipe identification labels and arrows per Specification Section 10 14 00.

CITY MATERIAL PROCUREMENT

The Contractor assumes all responsibility and liability for the City furnished material upon the Contractor’s receipt of the material as though the Contractor had ordered it himself. The City furnished material is provided to Contractor in an “as-is” condition and the City makes no warranty with respect to the serviceability and/or suitability of the materials for contract performance. Any issues with quality, workmanship, etc. of the material necessitating repair, replacement, or refurbishment of the material will be handled by the Contractor at no additional cost to the City.

The Contractor is required to sign for Contractor’s acceptance of the City furnished material.

The Contractor will send an employee authorized to accept the material on behalf of the Contractor. By signing for the material, the Contractor’s employee certifies he is accepting the material on behalf of the Contractor and is authorized to do so. Failure to accept and/or take possession of the City furnished material does not absolve the Contractor for assumption of all responsibility and liability for the City furnished material as described above. The Contractor shall use the City furnished material only for performing this contract unless otherwise approved by the City.

TAX ON CITY FURNISHED MATERIALS

The bid item “Tax on City Furnished Materials” is included in the Estimate of Quantities to account for the use tax owed by the Contractor. The value of the Tax on City Furnished Materials has been calculated to be $10,313.70, which is based on 6.2% of the $166,350.00 that the City paid for the materials. The bid item “Tax on City Furnished Materials” shall, at a minimum, include the 6.2% use tax owed by the contractor for the materials furnished by the City. Any excise tax owed by the contractor on the value of the City-furnished materials, as well as any bond costs, insurance costs, etc., can be added to the minimum amount shown to account for any additional costs incurred by the contractor.

No additional compensation will be allowed for additional overhead or profit.
