About this opportunity

The State of California, Department of General Services, Facilities Management Division is requesting bids for boiler maintenance and repair services at the Justice Joseph A. Rattigan State Building (#480) in Santa Rosa under IFB 25-315494, with sealed bids due November 4, 2026 at 2:00 p.m. A mandatory 3% Disabled Veteran Business Enterprise (DVBE) participation requirement applies, with incentive discounts available for DVBE participation exceeding the minimum threshold and a 5% small-business preference where the lowest responsive bid is from a non-certified small business.

Bidders must hold a valid California Class C-4 Boiler, Hot Water Heating and Steam Fitting Contractors license. The scope covers preventive maintenance, testing, and repair services for two Lochinvar boilers, expansion tanks, circulating pumps, and related equipment. Services include quarterly inspections, annual inspections, repair services (both foreseeable and unforeseeable), emergency services with two-hour response requirements, and up to 16 hours of annual technical support via telephone. All work is performed during normal business hours (Monday–Friday, 8:00 a.m. to 5:00 p.m., excluding state holidays) unless approved in advance.

The anticipated contract term is 36 months with rates fixed for the entire duration. Bidders must submit a detailed cost sheet specifying labor rates and part replacement costs for all service categories across the full 36-month period. The State will not reimburse travel, freight, trip, tax, or fuel surcharges; contractors bear the cost of miscellaneous materials and safety supplies. A $10,000 withhold from final payment applies until DVBE certification requirements are met.

Minimum insurance requirements are general liability ($1 million per occurrence), commercial automobile ($1 million combined single limit), and worker's compensation. The contract is subject to prevailing wage requirements with February 2026 rates applying. A non-mandatory walkthrough is scheduled for October 14, 2026. Written questions are due October 20, 2026. Bid opening is November 5, 2026 at 9:00 a.m.
