Compensation is based on fixed rates specified in the cost sheet for each service category.
A 5% small business preference applies to California-certified small businesses; non-small businesses may qualify for preference by committing to at least 25% certified small business subcontractor participation. The anticipated contract term is three years with fixed bidder rates for the entire period. Prevailing wage requirements apply using February 2026 rates. Award is based on lowest responsive responsible bid after preference and incentive credits are applied.
