About this opportunity
The City of Springfield, Illinois, Department of City Water, Light and Power is soliciting sealed bids for installation of a 24-inch line stop on an existing cast iron transmission water main under pressure, with bids due August 27, 2026 at 2:00 p.m. Contractors must have a minimum of 10 consecutive years of experience performing line stop work on 24-inch or larger under-pressure potable water transmission mains—a hard eligibility gate.
The City offers local-vendor preferences: up to 5 percent for city vendors and 3 percent for county vendors where bids fall within those thresholds. MBE/FBE participation goals apply at 11 percent for MBEs and 7 percent for FBEs. The contract is subject to Illinois Prevailing Wage Act requirements, with prevailing rates applicable in Sangamon County; contractors must maintain certified payroll records.
Work is performed at 1820 N. 11th Street in downtown Springfield along the 10th Street railroad corridor between Griffiths and Ridgely Avenues. The existing 24-inch cast iron pipe, installed circa 1920, operates at 50–70 psi and sits approximately 4.0 feet below grade. The contractor installs the line stop and maintains it in place during CWLP personnel's dewatering and installation of a 24-inch butterfly valve (anticipated 1–2 days), then recovers the line stop and installs a completion plug. The lump sum bid price must include all labor, materials, equipment, and associated costs; no additional charges are permitted.
Evaluation criteria are lowest responsible, responsive bidder consideration, including quality of services, conformity with specifications, suitability to requirements, delivery terms, and bidder qualifications and references. Performance and payment bonds up to 100 percent of contract value may be required. Comprehensive insurance is mandatory: workers' compensation (statutory limits), employer's liability ($1 million), comprehensive automobile insurance ($1 million each occurrence), and comprehensive general liability insurance ($1 million each occurrence).
Questions were due August 17, 2026 at 12:00 p.m., with responses provided August 19, 2026. Bids are submitted electronically via the City's Bid Portal in PDF format.
