About this opportunity

The State of Michigan Department of Military and Veterans Affairs is requesting proposals for the Fort Custer Training Center (FCTC) barrack door replacement project (RFP No. 190000000868). This procurement involves the removal and replacement of exterior doors across 11 buildings at FCTC in Augusta, Michigan, totaling 55 doors comprising eleven 42-inch doors and forty-four 32-inch doors. Contractors must remove existing doors and jambs, inspect and replace deteriorated structural members, install new insulated exterior-grade steel doors with welded jambs, restore siding and interior finishes, and supply all hardware including Stanley Best locks, door closers, hinges, kick plates, and weather stripping. All doors must be painted in Plantation Brown Sherwin Williams (SW7520) and meet all Federal, State, and local codes with a one-year warranty on all work. Contractors must appoint a dedicated Project Manager for State accounts and Key Personnel responsible for day-to-day operations, submit a detailed project plan within 30 calendar days of the effective date, and attend a kick-off meeting with the Program Manager and DMVA Procurement. The mandatory pre-proposal meeting was originally scheduled for February 6, 2019, at 10:00 a.m. but was rescheduled to February 7, 2019, at 9:30 a.m. due to weather conditions at Building 2590 Facilities Engineering; attendance is limited to two persons per bidder with mandatory pre-registration required by February 1, 2019. Written questions must be submitted by 3:00 p.m. Eastern on February 9, 2019, with answers posted on www.michigan.gov/SIGMAVSS by February 11, 2019. Proposals must be submitted electronically through the SIGMA VSS system by 3:00 p.m. Eastern on February 15, 2019, with an anticipated contract start date of April 1, 2019. The evaluation process weights product quality and statement of work at 70 points and the Vendor Questions Worksheet at 30 points, with proposals scoring 80 points or higher advancing to pricing evaluation; award will be based on best value to the State considering prior performance, economic impact to Michigan, and total cost of ownership.

Michigan businesses may request qualified disabled veteran (QDV) status preference under MCL 18.1261(8). Bidders must comply with mandatory certifications regarding abusive labor practices, Michigan business tax filings, Iran-linked business status, environmental compliance, convict labor, and State of Michigan tax and debt obligations. The contract requires comprehensive insurance including Commercial General Liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate, Umbrella Liability coverage of $5,000,000, Automobile Liability of $1,000,000 per occurrence, and Workers' Compensation insurance in accordance with applicable laws. Work shall be performed during State normal working hours (Monday-Friday, 7:00 a.m. to 6:00 p.m. EST) with possible night and weekend hours as required; payment will be made via Electronic Fund Transfer following invoice submission. Liquidated damages are assessed at $5,000 for late or improper completion plus an additional $100 per day for each day the contractor fails to remedy deficiencies. The scope of work indicates that additional exterior doors may be added at future dates at other locations including Joint Force Headquarters in Lansing, Grand Ledge Army Air Field, and Michigan National Guard armories in Southern Lower Michigan, suggesting potential for contract expansion. The specific budget or contract value is not disclosed in the solicitation documents; however, contracts exceeding $500,000 require approval by the State Administrative Board.
