About this opportunity
The City of Livonia, Michigan Department of Public Works is requesting sealed bids for parks mowing services covering approximately 125 acres across up to 32 parks for the 2027 and 2028 seasons, with bids due August 25, 2026 at 2:00 p.m. via the MITN website and a mandatory pre-bid meeting on August 11, 2026 at 10:00 a.m. at 12973 Farmington Road. The City reserves the right to change the parks list and award may include individual parks rather than the complete portfolio based on contractor bids and budgeted funds.
Scope includes two mowing cycles per month from approximately April 1 through October 31 each year, with grass maintained at 3.5 inches, each cycle to be completed within ten days maximum with a minimum of seven days between cycles. The contractor must perform litter and debris removal before mowing, repair damage caused during operations at contractor expense, and provide all personnel, equipment, and materials. Optional services—available at the City's sole discretion—include three city-maintained cemeteries (approximately 17 acres) and three city fire stations (approximately 5 acres).
Minimum qualifications require at least one year of experience providing large commercial mowing contract services valued at $250,000 or more annually. Bidders must submit a 5% bid bond, references, statement of qualifications, and equipment list. The contractor must maintain comprehensive insurance including Worker's Compensation, General Liability ($1 million minimum per occurrence), Motor Vehicle Bodily Injury and Property Damage ($1 million minimum), and Owner's and Contractor's Protective coverage. A 100% Performance Bond and 100% Labor and Materials Bond are due within 15 days of proposal acceptance.
Pricing uses unit prices per acre on an Excel spreadsheet provided by the City. The contract term is one year with a mutually agreed upon one-year extension option at the City's discretion, and potentially a third-year extension through October 31, 2029. Billing and payment process after each complete cycle is finished. Written questions are due to Gus Kandah, Purchasing Manager, by August 18, 2026, with responses posted as addenda on the MITN website.
