About this opportunity

The City of San Antonio Department of Public Works is soliciting bids on a 2027 task order contract for flatwork street improvements (Package 2) with proposals due September 15, 2026. This is a unit-price contract with no set-asides or local-vendor preferences stated.

The scope encompasses concrete curbs, sidewalks, driveways, concrete retaining walls, wheelchair ramps, minor asphalt milling and replacement, mailbox removal and relocation, topsoil, sodding, striping, elevated sidewalks, sidewalk pipe railing, utility box and manhole adjustments, tree pruning, removal and replacement, and other site-specific improvements as required. Work is performed throughout the City of San Antonio. The contract incorporates City of San Antonio Standard Specifications from June 2008 with amendments through November 2013, plus supplemental specifications for tree protection, landscape maintenance, elevated sidewalks, mailbox relocation, sign adjustment, and native seed installation.

The contractor must guarantee a full crew capable of producing an average of $168,000 in constructed product monthly per task order and maintain a minimum of four simultaneous crews. Individual task orders will be issued as separate work assignments with quantities provided by the City Engineer or Program Manager; task orders may be as small as $5,000, and the contractor must accept all work orders regardless of size. The contract has a ten-month duration (300 calendar days) from acceptance of the first task order, with individual site construction times negotiated between the City Engineer and contractor. Unit pricing established at bid remains valid throughout the contract term; estimated quantities are not guaranteed, and the City retains the right to use unit prices in any quantity up to the contract value. Performance or resource constraints may limit the number of simultaneously open project sites. Bonds must be presented before the first task order issuance and will not exceed 2.5 percent of the total contract amount or the lump sum bid amount, whichever is less. Mobilization, right-of-way preparation, barricades, signs, and temporary erosion and sedimentation control costs are incorporated into other bid items and receive no direct payment. Liquidated damages for construction delays are assessed on a per-site basis.
