About this file

This document comprises the Project Specifications for the 2027 Task Order Contract (TOC) for Flatwork and Street Improvements, Package 2, issued by the City of San Antonio Department of Public Works under the direction of City Manager Erik Walsh and Director of Public Works/City Engineer Art Reinhardt. The contract encompasses construction services for concrete curbs, sidewalks, driveways, concrete retaining walls, wheelchair ramps, minor asphalt milling and replacement, mailbox removal and relocation, topsoil, sodding, striping, elevated sidewalks, sidewalk pipe railing, utility adjustments, tree pruning and removal, and other site-specific improvements throughout the City. The contract has a ten-month duration (300 calendar days) from acceptance of the first task order, with individual site construction times negotiated between the City Engineer and contractor. Individual task orders will be issued as separate work assignments with quantities provided by the City Engineer or Program Manager. The contractor must guarantee a full crew capable of producing an average of $168,000 in constructed product monthly per task order and maintain a minimum of four simultaneous crews. Work sites will vary in size, with orders potentially as small as $5,000, and the contractor must accept all work orders regardless of size.

The contract establishes unit pricing that remains valid throughout the term, with estimated quantities not guaranteed and the City retaining the right to use unit prices in any quantity up to the contract value. Payment for bonds will not exceed 2.5 percent of the total contract amount or the lump sum bid amount, whichever is less, and must be presented before the first task order issuance. No direct payment is made for mobilization (Item 100.1), preparing right-of-way (Item 101.1), barricades and signs (Item 530.1), or temporary erosion and sedimentation control (Item 540), as these costs are incorporated into other bid items. The specifications incorporate City of San Antonio Standard Specifications from June 2008 with amendments through November 2013, as well as supplemental specifications and construction standards for specialized work including tree protection, landscape maintenance, elevated sidewalks, mailbox relocation, sign adjustment, and native seed installation. Liquidated damages for construction delays are assessed on a per-site basis, and the contractor may be limited in the number of simultaneously open project sites based on performance or available resources.

General Notes 2 PAGES Project Description

Project Duration This task order construction contract shall be terminated ten (10) months (three hundred

(300) calendar days) after acceptance of the first task order. The construction time (in calendar days) for each individual site will be negotiated between the City Engineer or Project Manager and the Contractor. The Contractor will be expected to begin construction for each individual site in accordance with Article 1- General Provisions, Section 1.2.4, Notice to Proceed and Commencement of Contract Times in the General Conditions-City of San Antonio Construction Contracts. The Contractor may also be limited to the amount of individual project sites open at any given time based on performance or available resources. Liquidated damages for construction time will be assessed on a per site basis should the contractor fail to complete the construction in the specified calendar days as negotiated by the City Engineer or Project Manager.

Project Scope Project construction may include but is not limited to: concrete curbs, sidewalks, driveways, concrete retaining walls-combination type, wheel chair ramps, minor asphalt milling and replacement, removing and relocating mail boxes, topsoil, sodding, striping, elevated sidewalks, sidewalk pipe railing, adjusting existing meter boxes, valve boxes and manholes, tree pruning, removal and/or replacement, and any other items required due to the site conditions to accomplish the project scope.

Quantities included in this contract, as well as the entire bid amount are not guaranteed. Unit prices established shall remain valid throughout the duration of the contract.

Please Note:

- 1. This in practicality means that each or any of the unit prices can be used in whatever quantity desired by the city engineer up to the value of the contract. The estimated quantities are those which are intended by traditional usage, but not a limit on what can be ordered.

- 2. The contract may be used for task orders up to what is needed by the city, but not necessarily execute the full value of the contract, or even any of the contract as desired.

- 3. There will be no alteration in the line item prices, as they are each considered “fair and reasonable” by competitive bid

Project Crew Availability:

The contractor guarantees a full crew capable of producing an average of $168,000 of constructed product per month assigned to each offered Task Order, and guarantees that either a minimum of four (4) crews will simultaneously preform Task Orders. Failure to provide crews that can reasonably produce to this level of effort or crew availability is grounds for inspections and contract level violations.

Project Location The sites shall be assigned by the City Engineer or Program Manager and shall be located throughout the City. Each project site will be issued as a separate Task Order and quantities will be provided to the Contractor.

It is anticipated that some project sites may require working time restrictions (school zones, TXDOT ROW). No additional cost will be paid to the contractor for reduced working times.

Project sites will vary and work orders issued can be as small as $5,000.00. The contractor shall accept all work orders given regardless of size and for projects that qualify for additional mobilization (Between $5,000 and $10,000), they shall receive only one (1) “additional mobilization” payment fee per TO in accordance with Supplemental Specification Item 8—which may be pro-rated depending on the size of the TO (see Sup spec for details).

Important Notes No direct payment shall be made for the following specification items unless specifically noted otherwise on the unit pricing form. Contractor shall include cost of these items in various other bid items:

100.1 Mobilization

101.1 Preparing Right-of-Way

530.1 Barricades, Signs, and Traffic Handling

540 Temporary Erosion, Sedimentation and Water Pollution Prevention and

Control

Excavation due to construction of driveways, and parkway grading (edge of pavement/curb to property line) shall not be paid for directly but shall be included in various other bid items of which it forms a component part.

Tree Stumps less than 4 feet tall, regardless of diameter are considered subsidiary to Item 101.1 Preparing Right of Way. No Separate Pay Item.

It is the contractor’s responsibility to produce and implement the traffic control (TCP) layout for each project location. The city has a right to request the TCP plan, either as an adaptation of the city standard TCP plan or separately produced TCP plan as a submittal prior to work execution for a task order (no engineer stamp required). The city has the right to direct the contractor to add additional traffic control measures should there be a clear or obvious concern of safety for the general public, at no additional expense to the city (police, TMA trucks, flashing arrow or message boards paid as additive items).

Curb Construction Method:

See details in the specifications.

Asphalt 1’ Strip The proposed 1’ asphalt strip (as per the roadway details) will be considered subsidiary (no separate pay item) to Items 500, 502, and 503. This includes saw cutting the existing pavement, removal and hauling of existing pavement, cleaning and prepping the surface for the placement of the 1’ asphalt strip. The asphalt must be well and solidly compacted with no obvious voids.

Sidewalk Pipe Railing:

All sidewalk pipe railing shall be painted in accordance with Specification 514 Paint and Painting.

All sidewalk pipe railing shall be galvanized in accordance with TxDOT Standard Specification Item 445, “Galvanizing”.

Concrete Sidewalk Drain:

Concrete sidewalk drain shall be installed in accordance with Miscellaneous Construction Standard I. Steel plates shall be ½ inch in thickness unless specified otherwise by the Engineer.

Concrete Approaches:

Concrete approaches shall be constructed with the all-inclusive line item for driveways, which will encompass all features of work to include removal of existing (as applicable) installation of concrete driveway, and payment for the at-grade curb at the leading edge of the driveway approach. This curb is additionally inclusive of the 1-ft asphalt patch. All work is paid and is fully inclusive of the combined items and is considered fully inclusive of the specifications for the respective work items.

Final Payment and Task Order Closeout When all work on an issued Task Order is complete in full, and the Contractor has received from the City both a Notice of Substantial Completion and Final Completion of Work, Contractor shall submit the final payment request and notate that the applicable payment request is Final. The Task Order will then be closed out by City and Contractor. Upon completion of payment request cycle and receipt of final payment by Contractor, Contractor agrees that all balances associated with Task Order have been paid in full. Final payment by the City shall constitute Final Completion of Work.

Native Seed/Native Sod The use of native plant species instead of invasive and foreign species should be employed when selecting seed, sod, and replacement trees. Many forms of Bermuda and St.

Augustine sod/seeds commercially available are non-native and should be avoided. See SARA319201 (Sup Specification) for native seed varieties.

SPECIAL PROVISION

ITEM 513 — Removing, Relocating, and Replacing Mailboxes

513.1 DESCRIPTION

This item governs all work involving existing residential mailboxes affected by construction under this contract — whether the mailbox is a direct construction conflict requiring temporary relocation, is a rock/masonry mailbox requiring replacement with the City's decorative standard, or is simply being upgraded at the City's direction independent of any construction conflict.

This item is divided into three bid items, distinguished by the condition triggering the work. Bidders and field personnel shall use the following criteria to determine which bid item applies to a given mailbox location:

Condition Description Bid Item

Mailbox is in direct physical conflict with proposed construction (curb, sidewalk, driveway, etc.) and must be moved out of the way, then reset

Requires temporary relocation to maintain mail service during construction; permanent reset upon completion

513.1 — Removing, Relocating & Replacing Mail Boxes

Mailbox is a rock or masonry mailbox/pillar located anywhere within project limits, regardless of construction conflict

Rock/masonry structure removed and replaced with City-approved decorative mailbox assembly; removal/haul-off of rock/masonry structure paid under SUP 4

513.1A — Decorative Mailbox, plus SUP 4

Mailbox is a standard residential mailbox (not masonry/ornamental) being upgraded at the City's direction, with no construction conflict requiring temporary relocation

One-time removal and replacement in place;

no temporary relocation or mail-continuity requirement

513.1B — Replace Existing Standard Mailbox

Ornamental iron mailboxes (non-masonry special posts) are addressed separately under Section 513.4.E below and are not governed by the decorative mailbox provisions applicable to rock/masonry mailboxes.

513.2 MATERIALS

A. General mailbox assembly (513.1 and 513.1B): Reference COSA Spec 513.4.2 Materials — 4 inch x 4 inch wood post, equal or better than the original. The mailbox shall be typical sheet metal, standard size, black, commonly available at residential building supply retailers. House numbers shall be 2-inch reflective, self-adhesive, commonly available items applied on both sides of the mailbox, centered and straight, and not obstructed by the mailbox flag.

B. Decorative mailbox (513.1A): A decorative mailbox and post assembly as approved by the Engineer, generally matching the ornamental or masonry character of the original mailbox where practicable.

C. Existing wooden posts, where reset, shall be made of high quality treated exterior lumber and connected with exterior screws.

513.3 EQUIPMENT

Provide equipment necessary to conduct the work as required under each bid item.

513.4 CONSTRUCTION

A. General (applies to all bid items under this Special Provision)

Maintain mailbox assemblies in a serviceable condition at all times during construction. The Contractor is not responsible for damage to a mailbox not of its causing while in a temporary location. Any damage caused by Contractor negligence shall be remedied by the Contractor at its expense, restoring the unit to as good as, or better condition than its original state, subject to Engineer approval.

B. 513.1 — Removing, Relocating, and Replacing Mail Boxes

Where an existing mailbox is in direct conflict with proposed construction, the mailbox and any supporting post shall be removed from its present location, installed in a temporary, serviceable location during construction, and reset in its permanent location as shown on the plans upon completion.

Contractor shall install a temporary mailbox for each affected property so mail delivery is undisturbed.

Contractor may reuse the existing mailbox as the temporary unit or provide another temporary, secure mailbox for continuous delivery.

Any supporting post found to be set in concrete at the time of removal shall be reset in concrete at the permanent location. As a minimum, each mailbox shall be set on a 4 inch x 4 inch wood post, equal or better than the original, at the location and height shown on the plans.

Temporary community mailbox slabs may be used in lieu of temporarily relocating individual mailboxes, subject to Section 513.4.D below.

C. 513.1A — Decorative Mailbox (Rock/Masonry Replacement)

All rock/masonry mailboxes located within project limits shall be removed from the site and replaced with the decorative mailbox and post assembly specified in Section 513.2.B, regardless of whether the mailbox is in direct conflict with construction. Removal and haul-off of the existing rock/masonry structure is paid separately under Supplemental Specification 4 and is not included in the 513.1A unit price.

The decorative mailbox assembly shall be located and installed in accordance with the ADA/PROWAG Pedestrian Access Route requirements of Section 513.4.G below.

D. Community Mailbox Slabs

Temporary community boxes may be required in lieu of temporarily relocating existing mailboxes.

Community boxes will be installed by the U.S. Postal Service on concrete slabs installed by the Contractor as part of this contract. Contractor shall install temporary concrete pads at locations and dimensions shown on the plans, or as directed by the Engineer, Project Manager, or Inspector, and shall remove the slabs upon completion of the project after mail delivery has been switched back to permanent mailboxes.

If the Contractor chooses to install a community mailbox slab in lieu of providing temporary mailboxes, the Contractor shall provide the Engineer or City Project Manager at least one (1) month's advance notice so coordination can be completed with the U.S. Postal Service.

E. Ornamental Iron Mailboxes and Special Posts

Existing mailboxes mounted on ornamental iron or other special posts (not rock/masonry) may be reinstalled on the existing post if they meet ADA and U.S. Postal Service requirements. The Engineer or Project Manager will determine whether the existing ornamental mailbox and post meet requirements or must be replaced. Contractor shall secure the ornamental mailbox to prevent damage during construction operations.

Where an existing mailbox is found unsatisfactory, or out of compliance with ADA or USPS requirements, Contractor shall install a new mailbox and post as shown in the plans and specifications, paid under Bid Item 513.1.

F. 513.1B — Replace Existing Standard Mailbox

Where the City directs replacement of an existing standard residential mailbox independent of any construction conflict (i.e., no temporary relocation is required), the existing mailbox shall be removed and a new standard mailbox assembly installed per Section 513.2.A, either in soft soil (stabilized with concrete) or in a block-out/cutout in a sidewalk patched flush and smooth with the existing concrete.

No payment differential is made for the different installation treatments. If a mailbox does not presently exist at a directed location, the same payment applies.

An existing mailbox unit (box only, not post) may be reinstalled under 513.1B in lieu of furnishing a new standard mailbox, provided all of the following conditions are met:

- The unit is a USPS-compliant standard residential mailbox meeting current USPS-approved dimensions for curbside delivery, and is not oversized, decorative, or otherwise non-conforming.

- The unit is structurally sound, with no significant rust-through, cracking, or corrosion.

- The door, hinge, and flag operate freely and the door latches/closes securely.

- The unit is free of major dents, holes, or deformation that would compromise secure closure or weather protection of mail.

This reinstallation provision applies to the mailbox unit only. The mailbox post is removed and replaced with new in all cases, regardless of the condition of the existing mailbox unit.

Contractor shall make an initial field determination of mailbox condition at the time of removal and shall photograph the unit prior to removal where reinstallation is intended. The Engineer retains final determination authority in the event of a dispute over condition. Where an existing mailbox is reinstalled, house numbers shall still be furnished and applied per Section 513.2.A.

G. ADA/PROWAG Pedestrian Access Route Compliance (applies to 513.1, 513.1A, and 513.1B)

The mailbox post and box shall be located entirely within the furnishing/buffer zone and shall not encroach upon the Pedestrian Access Route (PAR) at any point, including the open position of the mailbox door and flag.

- Clear width: the PAR shall maintain the greater of the PROWAG minimum clear width (48 inches) or the controlling COSA sidewalk standard clear width for the applicable street classification, continuously and without obstruction.

- Cross slope: where installation of the mailbox assembly requires disturbance or patching of adjacent sidewalk/concrete, the finished cross slope within the PAR shall not exceed 2 percent at any point.

- Protruding objects: no portion of the mailbox, post, flag, or door (in the open position) shall overhang or protrude into the PAR.

- Passing spaces: where multiple mailboxes or CBUs are clustered such that the PAR clear width is reduced below 60 inches, passing spaces shall be provided at intervals not exceeding 200 feet per

PROWAG.

Where USPS siting preferences (height, horizontal setback from curb) conflict with maintaining a compliant PAR due to constrained furnishing zone width, existing utilities, or other site constraints, PROWAG compliance for the public pedestrian route shall govern. Contractor shall adjust the mailbox post location along the curb as needed to resolve the conflict; USPS siting is flexible on a box-by-box basis and does not override the accessible route requirement.

Contractor shall field verify the existing PAR clear width at each mailbox location prior to installation.

Where the furnishing zone is insufficient to accommodate the mailbox assembly without encroaching the PAR, Contractor shall notify the Engineer prior to proceeding, and the Engineer will direct an alternate location or resolution.

Prior to final acceptance of each mailbox installation, Contractor shall confirm with the Engineer that the completed installation meets PROWAG PAR requirements. The Engineer's confirmation shall be documented and retained as part of the project record. Mailbox installations not confirmed as compliant shall be corrected by Contractor at no additional cost to the City.

H. Differing Conditions (applies to 513.1A and any special post removal under 513.1)

Where removal of a rock/masonry structure or other special post requires extraordinary effort beyond typical post extraction — including but not limited to reinforced masonry footings, structural integration with adjacent walls or hardscape, or unforeseen subsurface conditions — Contractor shall notify the Engineer prior to proceeding with removal of that unit. Additional compensation, if warranted, will be addressed per the Contract's standard differing/changed conditions clause. Failure to notify the Engineer prior to proceeding shall waive Contractor's right to claim additional compensation for that unit.

513.5 MEASUREMENT

A. Removing, Relocating, and Replacing Mail Boxes (513.1). Measured by the number of mail boxes removed, temporarily relocated, and reset or replaced.

B. Decorative Mailbox (513.1A). Measured by the number of decorative mailbox assemblies installed.

Removal of the rock/masonry mailbox is measured separately under SUP 4.

C. Replace Existing Standard Mailbox (513.1B). Measured by Each mailbox and post placed. Removal of the existing mailbox post/box, excavation, haul off of excavated material, and concrete for the mailbox foundation are subsidiary to this bid item and will not be measured for payment. Topsoil and sodding will be paid under the applicable bid items.

D. Community Mailbox Slabs. Measured by the square yard, complete and in place, to include removal at job completion.

B. Decorative Mailbox (513.1A). Paid at the contract unit price bid per decorative mailbox installed, which price is full compensation for furnishing all materials, installation, setting on a concrete foundation if required, and labor, tools, equipment, and incidentals necessary to complete the work.

Removal and haul-off of the existing rock/masonry mailbox is paid under SUP 4.

C. Replace Existing Standard Mailbox (513.1B). Paid at the contract unit price bid per Each, which price is full compensation for removal of existing material, mailbox post/box, excavation and haul off, concrete for mailbox foundation, and furnishing and placing all materials and all labor, tools, equipment, and incidentals necessary to complete the work.

D. Community Mailbox Slabs. Paid at the contract unit price bid per square yard of Item 502.1 "Concrete Sidewalks," which price is full compensation for construction and removal of the concrete slab(s), materials including reinforcing, labor, tools, equipment, and incidentals necessary to complete the work.
