About this opportunity
The Colorado Department of Administration, State Purchasing and Contracts Office is soliciting responses for an Invitation to Negotiate (ITN-SPCO-AR-27-01) to establish State Price Agreements for 2027 or newer model year vehicles, with responses due August 3, 2026 at 9:00 AM Mountain Time and public opening at 9:30 AM the same day.
The solicitation establishes a cooperative purchasing framework available to Colorado state agencies, institutions of higher education, political subdivisions, and eligible non-profit organizations. The State anticipates acquiring approximately 545 total vehicles and 151 patrol vehicles through this ITN and extended price agreements. The procurement encompasses sedans, vans, pickups, sport utility vehicles, trucks, and specialized equipment vehicles including fire trucks, buses, and ambulances. Hybrid, electric, and plug-in hybrid electric vehicles are available for select categories. All vehicles must be 2027 or newer model year, meet current federal emission standards, and include a minimum 3-year or 36,000-mile bumper-to-bumper warranty. Pricing must not exceed Manufacturer's Suggested Retail Price for the standard vehicle base price, with all fuel cost estimates calculated using EPA ratings. Vehicles ordered are requested for delivery and invoicing no later than September 30, 2027; the State cannot accept vehicles prior to March 1, 2027 unless authorized in writing, with exceptions for public safety and patrol vehicles.
The initial contract term is estimated at one year with one optional one-year extension period at the State's discretion. Delivery is FOB destination with freight included for the seven-county Denver metropolitan area or FOB destination with pre-negotiated freight charges elsewhere. The State will not consider responses from vendors whose vehicles are covered by Department of Energy credits. Contractors must submit quarterly administration fees equal to one percent of total sales during each State Fiscal Year quarter, maintain comprehensive insurance coverage including $1,000,000 commercial general liability and automobile liability, and provide monthly status updates on vehicle build and delivery progress. Competitive range determination and intent to award notification are expected between September 2026 and December 2026, with desired contract start between September 2026 and January 2027. Responses must be submitted via email as a single zip folder to a designated Box.com address and include completed signature pages, pricing information, OEM product designation codes, color availability lists, and extended warranty pricing.
