About this opportunity
The Colorado Department of Administration, State Purchasing and Contracts Office is seeking proposals to establish state price agreements for 2027 or newer model year vehicles through ITN-SPCO-AR-27-01, with responses due August 3, 2026 at 9:00 a.m. Mountain Time and public opening at 9:30 a.m. the same day. The State intends to acquire approximately 545 total vehicles and approximately 151 patrol vehicles across multiple body types. Resident vendor preference under Colorado statute applies, and the State encourages responses from Service-Disabled Veteran-Owned Small Businesses with a 3% statewide goal by dollar value.
Vendors may respond for one or more vehicle body codes spanning sedans, vans, pickup trucks, utility vehicles, and specialty vehicles including police pursuit-rated vehicles, fire trucks, and ambulances. All vehicles must meet federal emission standards and include a minimum 3-year or 36,000-mile bumper-to-bumper warranty; comply with current Federal Motor Vehicle Safety Standards; and be delivered after March 1, 2027 (except Public Safety, Undercover, and Patrol vehicles, which may be delivered earlier with written authorization). Vehicles must be delivered FOB destination with freight included for the seven-county Denver metropolitan area; deliveries outside this area require pre-negotiated freight charges. Deliveries must include comprehensive documentation, make-ready condition with specified fuel and charge levels, license plate brackets, and key codes. Standard Vehicle Base Price cannot exceed Manufacturer's Suggested Retail Price. Responses must include detailed fuel cost estimates for eight-year periods using EPA ratings and pricing for available extended warranty options and optional features.
The initial contract term is one year with one optional one-year extension at the State's discretion. The State reserves the right to award to multiple vendors; awards are separated by vehicle body code with no minimum purchase volume guaranteed. Contract is estimated to commence between September 2026 and January 2027. Competitive range determination is estimated for September through October 2026, with Intent to Award publication anticipated between September and December 2026. Submissions must use the Colorado FY27 Vehicle Bid Template (Exhibit 5) in Excel format via Box.com. The written question deadline was July 20, 2026.
