About this opportunity

The Colorado Department of Administration, State Purchasing and Contracts Office is requesting proposals to establish statewide price agreements for 2027 or newer model year vehicles through ITN-SPCO-AR-27-01, with responses due August 3, 2026 at 9:00 a.m. Mountain Time and public opening at 9:30 a.m. the same day. The solicitation is open to Colorado state agencies, institutions of higher education, political subdivisions, and registered non-profit organizations statewide.

Vendors may respond for one or more vehicle body codes including sedans, vans, pickup trucks, sport utility vehicles, and specialty vehicles with police pursuit certification options. All vehicles must meet current federal emission standards and include a minimum warranty of three years or 36,000 miles. Standard vehicle base pricing cannot exceed Manufacturer's Suggested Retail Price. Deliveries within the Metropolitan Denver seven-county area include freight at FOB destination; deliveries outside this area require pre-negotiated freight charges. Vehicles cannot be delivered prior to March 1, 2027 unless authorized in writing for public safety, undercover, patrol vehicles, or those with federal or agency grant funding.

Evaluation criteria include ability to meet standard specifications, standard vehicle base price, eight-year fuel cost estimates using EPA ratings, obtainability and pricing of optional equipment, and willingness to accept the model contract terms. The contract requires an Administration Fee of one percent of total quarterly sales due within 45 days following each State Fiscal Year quarter. Contractors must maintain comprehensive quarterly volume reporting and submit monthly status reports for State of Colorado awards detailing build progress, upfit progress, and delivery updates.

The anticipated contract start date is September 2026 through January 2027, with an estimated initial term of one year and one optional extension period of one year or less. Written inquiries are due July 20, 2026 at 3:00 p.m. Mountain Time. The State reserves the right to award to multiple vendors, conduct best and final offer negotiations, and cancel the ITN or any awards without penalty. The State's determination of the competitive range is estimated for September–October 2026, with Intent to Award publication estimated for September–December 2026.
