About this file

This is a Question and Answer document for ITN-SPCO-AR-27-01 (ITN 2027000001), a Colorado procurement for 2027 or newer vehicles. The document addresses three primary technical issues encountered by bidders during the submission process. The first issue concerned password protection on Exhibit 5 - Colorado FY27 Vehicle Bid Template, which has been resolved by updating permissions to allow viewer access. The second issue relates to the appearance of duplicated rows in the spreadsheet template, which is a visual artifact caused by a split-screen view feature designed to keep vehicle type information (columns N-P) visible while scrolling through remaining columns; bidders are advised that data is entered only once per row and that the split view can be removed through the View Menu. The third issue identifies erroneous optional specifications in the bid template that should be disregarded, specifically specifications #670 ("SEE EXHIBIT A") under Body Type Codes D5 and PE and specification #673 ("SEE EXHIBIT B") under Body Type Code PE, which were included for internal processing and should have been removed prior to posting; a Revision 1 of the template has been posted to correct this issue.

No additional information regarding pricing, contract terms, award dates, or other salient contracting details is provided in this Q&A document, as its scope is limited to clarifying technical and administrative issues with the bid template submission materials.

Question and Answer

ITN-SPCO-AR-27-01

ITN 2027000001

1. Question – Some downloads of “Exhibit 5 – Colorado FY27 Vehicle Bid Template.xlsm” have prompted users for a Password.

Answer – The permissions have been updated to allow anyone with the link viewer access.

2. Question – Some could be experiencing an issue with Exhibit 5. Each time the sheet is downloaded, two different tabs populate. Even when deleting and reuploading the sheet multiple times, the issue persists.

As shown in the screenshot below, there are two scrollers and the entered text is being duplicated.

Answer – The screen is purposely split so that the type of vehicle the user is working with (columns N-P) remain on the left as they work through the remaining columns. Although it appears that the rows are duplicated, there is only one set of rows. Explain this to the user and reaffirm that if they enter information on Row 2 (see first screenshot below), the information is only captured once on Row 2. If the user prefers to remove the split view, they can navigate to the View Menu option then click on Split to remove it (steps provided in the second screenshot below). I have made note of this to clarify this in the instructions for the next bid.

Image showing that although the rows appear to be duplicated, the view is simply split as there is only 1 Row 2:

3.Question- On the PE category it asks on line 670 & 673 “SEE EXHIBIT A & SEE EXHIBIT B”----But there is no package listed for them in the vehicle packages area Answer- Please disregard optional specification #670 "SEE EXHIBIT A" listed under Body Type Codes D5 and PE and the optional specification #673 "SEE EXHIBIT B" listed under Body Type Code PE. These codes are used for internal processing and should have been removed from the BID Template before it was posted. Find Revision 1 posted now.
