About this opportunity
The Dutchess County Water and Wastewater Authority (DCWWA) is requesting bids for a 2027 HVAC Maintenance and Service Agreement covering five facilities across Dutchess County, New York, with sealed bids due August 11, 2026 at 1:00 P.M. Mandatory site visits at Shore Haven (Holmes) and Chelsea Cove (Hopewell Junction) are required on July 24, 2026 at 8:00 A.M. and 9:00 A.M., respectively, with attendance documented on an official roster.
Work covers the Central Dutchess Water Treatment Facility (Poughkeepsie), Chelsea Cove Wastewater Treatment Facility, Hyde Park Water Treatment Facility, Shore Haven Water Treatment Facility, and the Administrative Offices (Poughkeepsie). The scope includes four scheduled inspections annually (minor in January and July, major in April and October) with up to 21 specified tasks per inspection — filter replacement, system diagnostics, lubrication, safety control testing, and performance observation — plus emergency services with immediate response capability. Standard work is limited to 8:00 A.M. to 4:00 P.M., Monday through Friday, unless the Authority approves alternate times. The contract term runs January 1, 2027 through December 31, 2027.
Bidders must submit pricing on the Authority Bid Form specifying per-site-visit cost for each location (four annual visits per site) and hourly labor rates for additional and emergency services. All work is subject to New York State Department of Labor prevailing wage requirements under PRC 2026018857 (effective through June 30, 2027) with certified payroll due electronically within 30 days of work completion. As of December 30, 2024, all contractors and subcontractors must register with the NYS Department of Labor under Labor Law Section 220-i and provide proof with their bid. Required insurance includes Workers' Compensation (statutory), General Liability ($1 million each occurrence / $2 million aggregate), Automobile Liability ($1 million combined single limit), and Excess Liability ($3 million per occurrence), with certificates due within 15 days of award and the Authority named as additional insured. Bids must include a Certificate of Non-Collusion and W-9 form. Previous awardees were BPI Mechanical Services and American Heating & Cooling Co. Award is anticipated within 60 days of bid receipt.
