The scope requires staffing Vessel Inspection Technicians and Inspection Station Supervisors across five inspection stations in Whitehall, Bolton Landing, Hague, Ticonderoga, and Lake George, New York. Staff will inspect and decontaminate trailered vessels prior to launch under 6 NYCRR Subpart 6469. The boat inspection program operates May 1 through October 31 annually, but the staffing firm must provide personnel from April 15 through December 15 each year to cover setup and decommissioning. The Commission will establish hourly pay rates from $17.50 to $22.50 per hour based on employee skills, experience, and responsibility; the bidder's administrative markup percentage will apply to all wages paid. The current administrative markup stands at 24.75%.
The staffing firm must provide payroll, workers' compensation, disability insurance, and unemployment insurance for all seasonal staff. Insurance requirements include comprehensive general liability ($2 million per occurrence), business automobile liability ($1 million per accident), and Marina Operators Liability Insurance ($1 million per occurrence). The Commission will reimburse actual background check costs up to $75 per employee and actual Marina Operators Liability Insurance costs not to exceed $20,000.
Award will go to the responsive bidder offering the lowest percentage administrative markup. The contract commences January 15, 2027 and terminates December 31, 2031 with no renewal options. The incumbent for 2023–2026 was Laine Federal Solutions; Global Employment Services, Inc. held the 2018–2022 contract. Proposals must include relevant experience, the fixed administrative markup rate, sample insurance certificates, completed NYS Vendor Responsibility Questionnaires, required state certifications, and Form ST220CA, submitted in three sealed copies.
