About this opportunity
The City of Yucaipa's Public Works Department is requesting sealed bids for the 2026/2027 Street Rehabilitation Project No. 11256 covering asphalt concrete paving, full-width milling, full-depth removals and patching, AC overlays, geogrid installation, compaction, manhole and utility valve adjustments, pavement striping, and pavement markings across multiple street segments within the City, with bids due August 25, 2026 at 10:00 a.m. This is a prevailing wage project subject to California Labor Code requirements with established rates set by the Director of Industrial Relations.
The contractor must be licensed by the California State Contractors License Board and registered with the Department of Industrial Relations for public work. A mandatory self-perform requirement applies: the contractor must complete at least 50% of the work force. Fifty-one line items span estimated quantities from single units for mobilization to 730,000 square feet for full-width milling. The contractor must begin work within 15 calendar days of receiving notice to proceed and complete the project within 40 working days. Liquidated damages of $500 per day apply for delays, with specific penalties for streets left in cold-milled or pulverized condition beyond two days and for striping not placed within the required 7-to-12-day window after treatment.
Each bid requires a 10% bid bond or certified check. Upon award, the contractor must provide faithful performance and payment bonds equal to the full contract price and secure required insurance within 15 days of award notice. Five percent retention is withheld from progress payments unless the contractor substitutes securities at their own expense. The contractor must submit a list of proposed subcontractors as required by the Subletting and Subcontracting Fair Practices Act. Stormwater pollution prevention compliance, utility coordination with Southern California Edison and Gas Company, and traffic control provisions maintaining public street access with temporary closures requiring City Engineer approval and public notice are required. Bid packages are available at no cost through www.yucaipa.gov under Government/Development Services/Bids & Contracts; plan holders must register to receive addendums.
