About this opportunity
The New York Office of Children and Family Services (OCFS) is soliciting bids for monthly delivery of Trikafta medication under an Amended IFB, with bids due August 4, 2026 and bid opening scheduled for July 29, 2026 at 4:00 p.m. ET at the OCFS office at 52 Washington Street, Room 202 South, Rensselaer, New York.
The procurement carries MWBE contracting goals of 15 percent for Minority Business Enterprises (MBE) and 15 percent for Women Business Enterprises (WBE), with no Service-Disabled Veteran-Owned Business goal. To qualify, bidders must be licensed to distribute medication in New York State, be either the manufacturer or an authorized representative of the manufacturer, and demonstrate a minimum of two years' experience manufacturing and distributing Trikafta.
The scope is supply and monthly delivery of Trikafta medication (28-day supply cycles) to one individual in OCFS custody at the Finger Lake Residential Center, 250 Auburn Road, Lansing, New York. The contract term is up to 18 months with no guaranteed quantity or renewal options, as the term is contingent on the individual remaining in OCFS custody. Orders will be placed consecutively 7–10 days before the end of each prescription period. Deliveries must comply with temperature-controlled shipping requirements and be accepted between 8 a.m. and 6 p.m. Bidders must hold appropriate New York pharmacy licenses and comply with Medicaid and HIPAA requirements. Pricing must be a fixed monthly cost covering all medication provision, delivery, and related costs, with no allowable adjustments.
The contract will be awarded to the responsive, responsible bidder offering the lowest monthly rate. No incumbent contractor is identified from identical or substantially similar procurements within the past five years. Bids must be submitted on the OCFS-0910 form via email to RFQ@ocfs.ny.gov or by telephone to 518-473-5644. Bidders must submit completed OCFS-0910 Request for Bid Form, RFQ Financial Response Bid Sheet, Certification Form, and Procurement Lobbying Form (OCFS-4822).
