About this file

This is a Questions and Answers document issued by the New York Office of Children and Family Services (OCFS) in response to inquiries regarding Invitation for Bid (IFB) #2026 for Trikafta medication. OCFS seeks to procure Trikafta medication for delivery on a monthly basis in 28-day cycles to one individual in OCFS custody at a specified in-state New York location. The procurement is estimated for up to 18 months with no guaranteed quantity, as the estimate is subject to change if the individual is released from OCFS custody prior to the anticipated contract term. Monthly orders will be placed consecutively to ensure no gaps in medication supply, with scheduling for each shipment to be completed 7-10 days before the end of the current prescription. Deliveries will be accepted between 8 a.m. and 6 p.m. and must comply with temperature-controlled shipping requirements according to the medication's profile. The contract term is up to 18 months with no renewal options.

Pricing will be structured as a fixed monthly cost with no allowable adjustments, and all costs associated with medication provision and delivery must be included in the bid price. Expedited shipments should not be necessary due to the established scheduling timeline. Bidders must hold the appropriate New York pharmacy licenses and meet all compliance obligations including Medicaid and HIPAA requirements, which will be discussed with the awardee at contract start. Insurance requirements are detailed in sections 4.14 through 4.14.4 of the IFB. The procurement includes minority and women business enterprise (MWBE) contracting goals of 15 percent for both MBE and WBE. No Service-Disabled Veteran-Owned Business (SDVOB) goal applies to this procurement. Payment terms and billing procedures are outlined in Section 4.3 of the IFB, with reimbursement to be provided according to the standard method of payment.
