About this opportunity

The City of San Antonio is seeking task order contract proposals for multimodal transportation system improvements across Vision Zero, SA Bikes, and Quiet Zones programs, with proposals due August 11, 2026. The three-year term contract (1,095 calendar days) covers non-site-specific construction including sidewalks, bicycle facilities, paving, curb ramps, pavement markings, signage, rain gardens, vegetation, and stormwater improvements, with individual task orders issued at $2,000 and above as projects are identified by the City Engineer or Project Manager.

The contractor must develop and submit detailed Quality Control and traffic control plans for each task order, deliver project and baseline schedules within 14 calendar days of the pre-construction meeting, and manage multiple concurrent task orders across multiple city sites. Traffic control layouts must comply with City and TxDOT standards or be designed by a licensed Texas professional engineer at contractor expense with no additional City cost. The City reserves the right to require additional traffic control measures at no added expense to the contractor.

Unit prices established in the contract remain valid throughout the three-year term. Contractor costs for mobilization, insurance, barricades, traffic handling, temporary erosion control, and excavation incidental to curb and sidewalk construction are not separately billable and must be incorporated into other bid items. Liquidated damages apply on a per-site basis for construction delays; no additional compensation is provided for reduced working hours or night and weekend work. Final payment for each task order is released only upon City approval of final completion, at which point all balances are considered paid in full. Failure to submit required plans and schedules on deadline may result in suspension of future task orders and payment holds.
