About this file

This is a specification document for the City of San Antonio's 2026-2027 Transportation Construction Contract Package 3, a task order contract designed to implement multimodal transportation system improvements across the city. The project is managed by the City Manager and Director of Transportation and encompasses non-site-specific construction activities including concrete curbs, sidewalks, driveways, retaining walls, curb ramps, asphalt replacement, tree removal and planting, sign relocation, pavement markings, and bicycle facility construction. The contract has a three-year term (1,095 calendar days) with projects issued as individual task orders that can range from $2,000 and above. Multiple project sites will be assigned throughout the city by the City Engineer or Project Manager, with contractors potentially managing multiple concurrent task orders. Project locations, plan details, and specific quantities will be incorporated via task orders over the contract life. The contractor must submit a detailed Quality Control Plan at least two weeks prior to the pre-construction meeting for each task order, and must provide project delivery and baseline schedules within 14 calendar days of the pre-construction meeting or risk suspension of future task orders and payment holds.

The contract establishes unit prices for various construction activities that remain valid throughout the contract duration, with payment contingent on satisfactory completion verified by City inspection. No direct payment is provided for mobilization, insurance, barricades, traffic handling, temporary erosion control, or excavation incidental to curb and sidewalk construction; these costs must be incorporated into other bid items. The contractor is responsible for producing and implementing traffic control layouts, which may be based on approved City and TxDOT standards or engineered plans developed by a licensed Texas professional engineer at the contractor's expense with no additional City cost. Additional traffic control measures may be required by the City at no additional expense to the contractor. Liquidated damages for construction delays are assessed on a per-site basis, and no additional compensation is provided for reduced working hours or night and weekend work. Final payment for each task order is released upon City approval of final completion, at which point all balances are considered paid in full.

Project Description Project Duration The start date of this task order construction contract shall be the date of issuance of the first task order. The contract shall be terminated one thousand and ninety-five (1095) calendar days from the start of the contract. The construction time (in calendar days) for each individual site will be negotiated between the City Engineer or Project Manager and the Contractor. The Contractor may also be limited to the amount of individual project sites open at any given time based on performance or available resources. Liquidated damages for construction time will be assessed on a per site basis should the Contractor fail to complete the construction in the specified calendar days as negotiated by the City Engineer or Project Manager. The Contractor shall refer to section 4.2.6 of the general conditions for claims for additional contract time due to inclement weather.

Project Scope Project construction may include but is not limited to: removal and replacement or installation of concrete curbs, sidewalks, driveways, concrete retaining walls-combination type, and curb ramps, minor asphalt replacement, topsoil, sodding, tree pruning, removal and/or replacement, sign relocation, pavement markings, bicycle facility construction or retrofit, construction activities within railroad right-of-way and any other items required due to the site conditions to accomplish the project scope.

This is a non-site specific contract, and task orders issued can be as small as $2,000.00.

Project locations and plan details will be incorporated into this contract by task order over the life of the contract. The quantities included in this contract are only to be used in the determination of the low qualified bidder. They are not to be used in determining the quantity of materials to be ordered for work under this contract. The contractor shall accept all task orders assigned, regardless of size.

Quantities included in this contract, as well as the entire bid amount are not guaranteed. Unit prices established shall remain valid throughout the duration of the contract.

Project Location The sites shall be assigned by the City Engineer or Project Manager and shall be located throughout the City. Each project site will be issued as a separate task order and quantities will be provided to the Contractor. Subsequent task orders will be issued for other work assignments that are to be accomplished during the life of this contract. The contractor should expect to enter more than one task order at one time.

It is anticipated that some project sites may require working time restrictions or night and weekend work. No additional compensation will be paid or given to the contractor for reduced working times or night and weekend work.

Important Notes

PD-2

Important Notes

· For each Task Order, a pre-construction meeting shall be held to kick off the construction phase. The Contractor shall provide a project delivery and baseline schedule within fourteen calendar days of pre-construction meeting. If a project delivery and baseline schedule is not provided by the Contractor within 14 calendar days of pre-construction meeting, the City reserves the right to not issue any future task orders and hold payment if necessary to the Contractor until a project delivery and baseline schedule has been received.

§ Change orders will not increase contract time duration unless authorized by the City Project Manager.

§ No direct payment shall be made for the following specification items. Contractor shall include cost of these items in various other bid items:

100.1 Mobilization

100.2A Insurance

530.1 Barricades, Signs, and Traffic Handling

540 Temporary Erosion, Sedimentation and Water Pollution Prevention and Control

Other Detour signage, flaggers, temporary traffic control devices, and all other traffic control measures or methods required to maintain vehicular, bicycle, and pedestrian traffic during construction

§ Excavation due to construction of curb, sidewalk, retaining walls, driveways, and parkway grading (edge of pavement/curb to property line) shall not be paid for directly but shall be included in various other bid items of which it forms a component part.

§ It is the Contractor’s responsibility to produce and implement the traffic control layout for each project location. The Contractor may utilize approved City and TxDOT traffic control standards as an approved traffic control plan, but first must receive approval from the City or their representatives on the proposed concept.

Should the Contractor choose to deviate from approved traffic control standards, he shall produce an engineered traffic control plan developed and signed by a professional engineer licensed to practice in the state of Texas. Payment for developing a signed and sealed traffic control plan shall be subsidiary to this contract and at no additional cost to the City. The City has the right to direct the Contractor to add additional traffic control measures should there be a concern of safety for the general public, at no additional expense to the City.

Quality Control Plan Contractor shall submit a detailed Quality Control Plan (QCP) in accordance with the requirements as set forth in these plans and specifications. The QCP shall be submitted

PD-3

to City a minimum of two (2) weeks prior to the pre-construction meeting. The City will review the QCP, provide comments, and ultimately approve the final QCP prior to Contractor beginning construction operations. The Contractor QCP must be approved by the City prior to the pre-construction meeting, or for task order contracts prior to issuance of the first task order. The QCP will become a component of the contract and the Contractor will be required to adhere to it. Obtain approval for changes to the QCP made during the project.

The City may suspend operations if the Contractor fails to comply with the QCP. Failure to adhere to the approved QCP may result in delayed processing or rejection of payment requests.

Final Payment and Task Order Closeout When all work on an issued Task Order is complete in full, and the Contractor has received from the City both a Notice of Substantial Completion and Final Completion of Work, Contractor shall submit the final payment request and notate that the applicable payment request is Final. The Task Order will then be closed out by City and Contractor.

Upon completion of payment request cycle and receipt of final payment by Contractor, Contractor agrees that all balances associated with Task Order have been paid in full.

Final payment by the City shall constitute Final Completion of Work.
