About this opportunity
The New York State Office of Parks, Recreation and Historic Preservation is requesting quotes for a survey panel service to support the 2026 Statewide Historic Preservation Plan, with vendor questions due September 17, 2026 at 3:00 PM ET and RFQ responses due September 28, 2026 at 3:00 PM ET.
The scope comprises three tasks: provision of a guaranteed-response survey panel of 2,000, 3,500, or 5,000 New York State residents aged 18 and older, meeting specified demographic targets by gender and race/ethnicity at the county level (or Regional Economic Development Council or statewide level if county targets are infeasible); deployment of the survey via Alchemer link within one week of instrument finalization and testing, with response quota achievement targeted within four weeks; and quality control review to identify and remove invalid data, including responses with missing required fields, straight-lining, profane content, or bot-generated submissions. Pre-deployment testing with a limited panel subset is required to validate survey functionality.
Demographic benchmarks span New York's 62 counties and include detailed gender and race/ethnicity distributions. Statewide reference populations indicate approximately 51.6% White Alone, 16.7% Hispanic or Latino, 14.6% Black Alone, 8.4% Asian Alone, and smaller percentages of other groups.
Pricing must be quoted separately for each of the three respondent quantities; lump-sum pricing is prohibited and all ancillary costs must be included. Quotes must remain valid for at least 90 days. If the contract award exceeds $15,000, bidders must submit lobbying law certification, non-collusive bidding certification, Public Officer's Law compliance, Executive Order No. 16 (Russia sanctions) certification, State Finance Law 139-L and Executive Order No. 177 (workplace sexual harassment prevention) certification, and gender-based violence and workplace certification. MWBE and SDVOB good faith efforts apply; an MWBE firm within 10% of the lowest bid may be deemed apparent low bidder if the contract does not exceed $1.74 million. Commercial General Liability coverage of at least $1 million per occurrence and $2 million aggregate, Comprehensive Business Automobile Liability of $1 million combined single limits, and Workers' Compensation and Disability Benefits Insurance are required. Questions response is expected approximately September 22, 2026. Delivery location is 625 Broadway, Albany, New York.
