About this opportunity

The City of Wichita is requesting bids on sanitary sewer reconstruction (RFB #260217) involving replacement of vitrified clay pipe with 8-inch PVC pipe at three designated sites, with proposals due August 28, 2026 at 10:00 a.m. through the city's procurement portal.

The scope spans three locations in Wichita — 1500 Block South Gold, 1700 Block South Main, and 3300 Block South Elizabeth — with pipe replacement ranging from 110 to 424 linear feet per site. Work includes pavement restoration, service line reconnections, and concrete encasement. The work order will be issued 20 calendar days after award, and all work must be completed within 60 working days from the start date.

Minimum qualifications require three years of experience in similar services, understanding of industry standards, capacity to acquire required bonds and insurance, and registration with the Kansas Secretary of State. Successful bidders must maintain commercial general liability insurance with minimum limits of $1 million per occurrence and $2 million annual aggregate, plus automobile liability, workers' compensation, and employers' liability coverage. The Certificate of Insurance must be submitted within 10 days of award notification.

Bidders must submit a 5 percent bid bond prior to bid opening and provide performance and labor & material payment bonds equal to 100 percent of the contract value upon award. The contract is not state or federal aid funded. Bids may not be withdrawn for 60 days following bid opening, and all pricing must be free of federal, state, and local taxes unless otherwise imposed by governmental bodies.

The City Purchasing Manager will open and tabulate bids publicly for consideration by the Board of Bids and Contracts and City Council. The award will go to the lowest and best total net bid from a responsible and responsive vendor. Questions affecting bid items are due by noon Tuesday prior to bid opening; clarification-only questions are due by noon Wednesday. The city strongly encourages site inspections prior to bid preparation to verify pipe diameters, lengths, and depths.
