About this opportunity
The City of Wichita, Kansas is requesting bids for sanitary sewer manhole reconstruction across five neighborhoods (Garfield Addition, John McCormick's Addition Replat, Lawnfield Addition, Lawrence 7th Addition, and Mary McCormick's 2nd Addition) under RFB, with sealed electronic proposals due September 4, 2026 at 10:00 a.m. through the City's Procurement Portal.
Bidders must conduct site inspections to verify pipe diameters, lengths, and depths prior to bid preparation; the City will not be responsible for unusable materials ordered based on incorrect specifications. The scope includes removal and salvage of existing manhole castings, installation of new sewer lines with building service reconnections, restoration of disturbed right-of-way areas, and concrete encasement at specified unit rates ($30 per linear foot for removal, $50 per linear foot for installation). Sewer service saddles require epoxy installation. The successful bidder must maintain sewage flow, document service reconnection records, and ensure proper debris and liquid-waste disposal. Work must be completed within 60 working days from the date work begins; the work order is issued 20 calendar days after contract award. Property owners must receive minimum seven-day advance written notice prior to construction start and additional notification immediately before work begins.
Minimum qualifications require at least three years of experience in similar services, current licensing by the City or State of Kansas, and capacity to obtain required bonds and insurance. Bidders must provide a bid bond of 5% of total bid, a performance bond equal to 100% of the contract, and a labor and material payment bond equal to the contract amount. Commercial general liability insurance with minimum limits of $1 million per occurrence and $2 million annual aggregate, comprehensive automobile liability coverage, workers' compensation insurance, and employers liability coverage are required. A Certificate of Insurance must be submitted within ten days of award notification.
Award is based on lowest and best total net bid from a responsible and responsive vendor. This is not a state or federal aid contract. Bids cannot be withdrawn for 60 days following bid opening. All pricing must be free of federal, state, and local taxes unless otherwise imposed by a governmental body.
