About this opportunity
The City of Indianapolis Department of Public Works is requesting proposals for the 2026 Pedestrian Network Program (RFP-14DPW-1819, CW-26-005) to design and construct pedestrian infrastructure including sidewalks, curb ramps, crosswalk striping, signage, and pedestrian signal equipment, with proposals due August 21, 2026 at 12:00 p.m. The procurement carries XBE participation as a pass/fail evaluation criterion and established participation goals for minority business enterprise (15%), women business enterprise (8%), veteran business enterprise (3%), and disability-owned business enterprise (1%).
All infrastructure must comply with the Americans with Disabilities Act and the Public Right-of-Way Accessibility Guidelines. Projects will be assigned on a per-project basis following award, with specific scopes, schedules, and costs to be determined after contract execution. The selected offeror will enter into a public-private partnership agreement with DPW subject to public hearing before the Indianapolis Board of Public Works on October 7, 2026.
Proposals are evaluated on experience (40%), financial capacity (10%), project approach and project manager qualifications (40%), and XBE participation (10% pass/fail). Proposals must not exceed 12 pages and include organizational information, relevant project experience, financial capacity documentation, project approach with timelines, and XBE participation strategy. Selected offerors must obtain performance bonds of at least 50 percent of final project costs and payment bonds of 100 percent of final project costs.
The pre-proposal meeting is scheduled for July 30, 2026 at 1:00 p.m. in the City County Building. Written questions are due August 5, 2026, with answers posted by August 10, 2026. Proposals must be submitted electronically in Adobe PDF format to Jamie.Davids-Mayhew@indy.gov. The City will not pay proposal preparation stipends and reserves the right to terminate the RFP process at any time without making an award.
Opportunity text
Project Description: The intent of this Program is to construct pedestrian facilities such as sidewalks and curb ramps but could include incidental items such as crosswalk striping, signage, or pedestrian signal equipment. These Projects could be at locations where pedestrian facilities already exist and have become damaged, unusable, or are undesirable to the City in some way or they could also be locations where no pedestrian facilities have existed previously, but adequate right-of-way or other agreements exist and the City wishes to add pedestrian facilities.
