The scope encompasses capacity improvements to three drainage easements spanning approximately 2,450 linear feet with 10-foot-wide easements, including regrading, construction of concrete flumes, relocation and adjustment of existing utility appurtenances, reinforced concrete pavement, flexible base, sidewalk installation, and landscape restoration. All trees within the project area must be protected; contractors must avoid heavy machinery around trees and utilize hand-trenching techniques where possible. The contract term is 120 calendar days from notice to proceed (anticipated October 3, 2026). The engineer's estimate is $960,000.

Contractors must provide documentation of a minimum of ten years' experience in similar construction projects and submit references. Evaluation criteria are weighted 50% cost, 30% qualifications and experience, and 20% reputation and references. Bidders submit unit prices on a unit-price basis with all prices stated in both words and numerals. A bid bond equal to five percent of the maximum amount bid is required; successful bidders must furnish performance, payment, and maintenance bonds each at 100% of contract price. Contractors must comply with prevailing wage requirements under Texas Government Code Chapter 2258 and maintain comprehensive general liability insurance with minimum limits of $1,000,000 per occurrence. Work is governed by the Standard Specifications for Public Works Construction (North Central Texas Fifth Edition, November 2017) as amended. The Town reserves the right to reject any or all bids and has delegated authority to approve change orders up to $50,000 not exceeding 25% of lump sum price. Electronic submission through CivCast is mandatory; no hard copy bids are accepted. Contract award is anticipated September 15, 2026.
