About this opportunity

Michigan's Department of Technology, Management & Budget Printing Services is soliciting bids for the production of 2026 DNR IC 9301-4 Reciprocal Annual Operating Permit Decals, with bids due June 16, 2026. All bidders must be prequalified through the state's Print & Mail Management (PMM) program before submission; prequalification takes approximately one week.

The scope requires production of 50 to 100 vinyl decals measuring 5 inches by 8 inches with 0.125-inch rounded corners, manufactured from 4 mil white vinyl with over laminate and permanent adhesive. Decals must feature PMS 2758 ink background with white text, be weather-proof and fade-resistant, and withstand Michigan's environmental conditions. Vendors must receive and incorporate an electronic file provided by the requesting agency, submit a PDF proof for approval prior to production, provide split backing, cut decals into individual units, and pack in cartons. The requesting agency will supply the electronic file.

Awards will be made on the basis of best price and value to the state; the lowest bidder will not automatically receive the contract if quality concerns or inability to meet requirements exist. Vendors must submit detailed quote letters with their bids; failure to include this documentation results in automatic disqualification. All bids must be submitted online and include complete costs with freight to the state's dock at 7461 Crowner Drive, Lansing, Michigan 48913 on an F.O.B. Destination, prepaid basis. Delivery is available Monday through Friday from 8:00 a.m. to 3:30 p.m., excluding standard holidays. Shipping coordination should reference Bradley M. Schumann at DTMB Print and Mail Management, General Services Building, 7461 Crowner Drive, Dimondale, Michigan 48821. Payment for undisputed invoices is due within 45 calendar days of the later of invoice receipt or final acceptance. All electronic materials and final products become property of the State of Michigan.
