About this opportunity

The New York State Office for People with Developmental Disabilities (OPWDD) is soliciting quotes for gutter guard installation at residential properties in Nassau and Suffolk Counties under RFQ-LI 100126, with quotes due October 2, 2026. This procurement is set aside exclusively for MWBE-certified, SDVOB-certified, or New York State small business contractors (100 or fewer employees). Two separate postings are open — one for MWBE/SDVOB vendors and one for NYS small businesses — but only one award will be issued to the responsive and responsible bidder providing the lowest total estimated cost, contingent upon the awardee's applicable certification status.

The scope encompasses installation of Amerimax metal lock-in gutter guards across approximately 24,000 linear feet of gutter at multiple residential sites. Work includes removal of old guards, debris clearing, replacement of damaged gutter components, and site cleanup. Pricing is calculated on a per-linear-foot basis against the estimated 24,000 linear feet. An optional site visit is available by contacting the Maintenance Supervisor. Exhibit A provides the site listing with square footage for each property to support cost estimation.

Work must be completed within 60 working days of contract approval, Monday through Friday, 8:00 a.m. to 5:00 p.m. Upon completion, contractors must submit job reports with before-and-after photographs and schedule quality control inspections. This is a prevailing wage project under New York State Public Works Law Article 8, requiring NYSDOL registration and certified payroll submission with invoices. Contractors must provide certificates of insurance naming OPWDD as additional insured, with workers' compensation and general liability coverage of $1 million per person and $2 million aggregate. At least three references from comparable projects are required. The total estimated cost must include all materials, labor, disposal, mileage, travel time, and ancillary costs, with payment upon project completion and inspection. Contract awards are subject to approval by the New York State Attorney General and Office of State Comptroller.
