About this opportunity

The New York State Office for People With Developmental Disabilities (OPWDD) Contract Management Unit is soliciting quotes for gutter guard installation on residential properties in Nassau and Suffolk Counties, with quotes due October 2, 2026 (RFQ LI 100126). This is a set-aside procurement restricted to MWBE-certified, SDVOB-certified, or New York State small business contractors only — two separate opportunity postings have been issued, one for MWBE/SDVOB vendors (discretionary range $50,000–$1.5 million) and one for NYS small businesses or recycled technology vendors (discretionary range $50,000–$500,000), with only one contract award to be made based on the successful bidder's certification status.

The scope encompasses gutter guard installation across 86 residential sites spanning eight regions in Nassau and Suffolk Counties, totaling approximately 293,167 square feet and an estimated 24,000 linear feet of gutter work. Work includes removing existing gutter guards, clearing debris, replacing damaged components, and installing heavy-duty Amerimax metal lock-in gutter guards or equivalent products in accordance with manufacturer specifications and New York State building codes. All work must be completed within 60 working days of contract approval. Pricing must be submitted on a per-linear-foot basis and must include all materials, labor, equipment, disposal, site cleanup, and travel.

This is a prevailing wage public works project under New York State Labor Law Article 8. Contractors must be registered with the New York State Department of Labor, submit certified payrolls, and carry workers' compensation and comprehensive general liability insurance with minimum limits of $1 million per person and $2 million per occurrence, naming OPWDD as additional insured. Bidders must submit at least three professional references from similar-scope projects, a Vendor Responsibility Questionnaire if the contract exceeds $100,000, proof of NYSDOL registration, and MWBE or SDVOB certification documentation where applicable. An optional site visit is available by contacting Louis Hirsch, Maintenance Supervisor 3, at 516-560-9379 or louis.f.hirsch@opwdd.ny.gov. Award will be made to the responsible and responsive bidder submitting the lowest total estimated cost, with payment rendered electronically upon completion, inspection approval, and submission of signed job tickets and invoices.
