About this opportunity
The Metropolitan Airports Commission is requesting bids for the 2026 34th Avenue Sanitary Sewer Replacement project at Minneapolis-St. Paul International Airport (MAC Contract No. 106-3-712), with bids due October 13, 2026 at 2:00 p.m. via QuestCDN and a bid opening conference call at 3:00 p.m. the same day. The MAC has established a 21 percent Small Business utilization goal for this project, and all bidders must demonstrate compliance with Minnesota Statute Section 473.144 affirmative action plan requirements within one MAC business day following bid opening, with non-compliance rendering bids non-responsive.
The scope encompasses sanitary sewer replacement on both landside and airside areas at the airport, including mobilization, maintenance of traffic and traffic control, removals, temporary shoring, sanitary sewer construction via open cut and trenchless guided auger boring, plant mixed asphalt pavement, concrete pavement, concrete curb and gutter, and pavement markings.
For state-assisted construction contracts exceeding $100,000, affirmative action workforce participation goals apply: 32 percent for people of color and indigenous people and 20 percent for women in Hennepin and Ramsey Counties, or 22 percent and 15 percent respectively in Anoka, Carver, Dakota, Scott, and Washington Counties.
Bid security in the form of a certified check or surety bond of not less than 5 percent of the total bid amount must accompany each bid. The bid security of the three lowest bidders will be retained until contract execution; the lowest responsible bidder's security will be retained until contract execution and performance and payment bonds are furnished. Construction documents are available for digital download through QuestCDN for $22.00, with an additional $42.00 electronic bid submission fee charged at the time of bid submission.
