The scope encompasses design, bidding, and construction administration for two additional BRT shelter platforms along 1st Avenue North in downtown Birmingham and two mobility hub shelters along Carraway Boulevard near the Birmingham Coca-Cola Amphitheater. Minimum qualifications include eight to ten years in business, demonstrated experience with FTA-funded transit projects, and successful completion of at least three comparable projects within the past five years. Respondents must submit audited financial statements for the past three years, proof of UEI registration with SAM.GOV, valid business authorization in Alabama, and compliance certifications including E-Verify participation and debarment status. A bid bond is required; the amount is not specified.
Evaluation criteria are weighted as follows: Qualifications and Experience (35 percent), Technical Approach and Methodology (25 percent), Project Management and Schedule (20 percent), and Past Performance and References (20 percent). Proposals must not exceed 50 pages and are submitted through BJCTA's PlanetBids portal. Written questions are due August 28, 2026, at 3:00 PM, with responses posted by September 1, 2026, at 5:00 PM.
Compensation and method of payment will be negotiated in a separate Exhibit B following selection. The contract is structured as an On-Call arrangement with a 12-month base term and one optional 12-month renewal term contingent on satisfactory performance and continued funding appropriation. The anticipated award date is October 15, 2026, with contract execution in 2026.
