About this opportunity

The Metropolitan Airports Commission (MAC) is seeking bids for the 2025 Electrical and Ground Power Substation Replacement project located in Hennepin County, Minnesota, at Minneapolis-St. Paul International Airport. The comprehensive procurement involves significant infrastructure upgrades across Concourse C and Concourse G, including civil work, construction, mechanical, plumbing, and electrical system improvements. Specific project deliverables include building a new one-story addition to Concourse C between gates C3 and C4, extending an electrical substation on Concourse G, and replacing existing electrical equipment. Key objectives encompass soil testing and disposal, traffic control, pavement replacement, demolition, and installation of advanced electrical systems such as medium voltage switches, transformers, switchgear, and data/fire alarm systems. Bid submissions are due electronically via QuestCDN by 2:00 PM on October 16, 2025, with a subsequent bid opening conference call scheduled for 3:00 PM the same day. Bidders must demonstrate technical capabilities in complex airport infrastructure renovation and adhere to specific technical specifications outlined in the procurement documents.

The procurement includes specific small business and workforce diversity requirements, with a Small Business (SB) participation goal of 14% and mandated workforce composition targets of 32% minority and 20% female representation across all trades. Bidders must provide 5% bid security and understand the project is subject to MAC's Project Labor Agreement. The contract allows for selection of the lowest responsible bidder within 70 days of bid opening, with bid documents available electronically from QuestCDN for $22.00, plus an additional $42.00 for electronic bid submission. While no specific budget range is explicitly stated, the complexity of the electrical substation replacement, infrastructure upgrades, and multi-concourse renovations suggests a significant capital investment. Potential respondents must be prepared to demonstrate technical expertise in airport electrical systems, construction management, and ability to meet stringent diversity and workforce participation guidelines. The procurement appears targeted at established construction and electrical infrastructure firms with proven capabilities in large-scale airport renovation projects.
