About this opportunity

The Puerto Rico state government is seeking a contractor for the 2025 Double Chip Seal Project (25-526-SITE-DCS2), a comprehensive road infrastructure improvement initiative scheduled for implementation in August 2025. The project involves comprehensive road surface rehabilitation, with specific technical requirements including subgrade grading and compaction, installation of a 6-inch compacted 2A aggregate subbase, application of CRS-2P emulsified asphalt, and a double chip seal application with mandatory rolling and sweeping processes. Contractors must be prepared to conduct detailed surveying and quantity verification throughout the project. The solicitation was posted on August 4, 2025, with proposals due by August 22, 2025, providing potential bidders approximately 18 days to prepare and submit comprehensive project proposals. Interested contractors will need to carefully review the attached technical specifications (89KB) and project manual (2MB), which likely contain detailed evaluation criteria, technical requirements, and submission guidelines. The project's scope is visually represented in the attached project extent image (3MB), which should be examined closely by potential bidders.

While the provided documentation does not explicitly specify set-aside designations or disadvantaged enterprise requirements, contractors should be prepared to demonstrate significant road infrastructure reconstruction capabilities. The technical complexity of the project suggests that only experienced civil engineering and road construction firms will be competitive. Though specific budget ranges are not disclosed, the comprehensive nature of the project—involving multiple stages of road surface preparation and sealing—indicates a substantial investment by Puerto Rico's infrastructure development agencies. Potential bidders should possess advanced technical capabilities in road reconstruction, have access to specialized heavy equipment for grading and sealing, and demonstrate a proven track record of successfully completing similar municipal or state-level road improvement projects. Companies interested in bidding should ensure they have the necessary technical expertise, equipment, and financial stability to meet the project's rigorous specifications and complete the work within the prescribed timeline.
