About this opportunity
The Municipality of Kingston, in collaboration with the Luzerne County Office of Community Development, is seeking bids for the 2025 Community Development Block Grant Paving Project. The project involves comprehensive roadway rehabilitation, specifically full-width milling of bituminous concrete roadways and placement of a new bituminous concrete wearing course, along with associated incidental work. Sealed bids must be submitted online through the PennBid Program by 12:00 pm local time on August 28, 2025, with bid opening and review scheduled for September 1, 2025, during the Kingston Municipal Council meeting. Bidders are required to submit a bid security equal to 10% of their maximum bid price and provide all specified forms, statements, affidavits, and certifications as outlined in the bid documents. Contractors must comply with Labor Standards, Wage Determination Decision, and Anti-Kickback regulations, specifically adhering to Davis-Bacon and Related Acts wage requirements for laborers and mechanics.
While no specific set-aside designations or disadvantaged enterprise requirements are explicitly mentioned, contractors must meet federal labor standards and wage determinations. The project will be executed under a single prime contract, with bids accepted on a lump sum and unit price basis. Bidding documents are available at no cost through the PennBid platform (https://pennbid.bonfirehub.com), and no pre-bid conference has been scheduled at this time. Currently, no information is provided about incumbent vendors or existing infrastructure requirements. Although the precise budget range is not specified, the project's scope suggests a significant municipal infrastructure investment focused on roadway improvement and rehabilitation within the Kingston area.
