About this opportunity

The City of Altoona, located in Blair County, Pennsylvania, is seeking sealed proposals for the 2025 Asphalt Crack & Joint Sealing Project through the PennBid Program. The procurement is for comprehensive asphalt maintenance services, specifically focused on crack and joint sealing for municipal roadways, following current Pennsylvania Department of Transportation Publication 408 standards. Bidders must submit a bid bond or certified check equal to 10% of their total bid amount, which must remain valid for 60 days from the bid opening date. The bid submission deadline is August 5, 2025, at 10:00 A.M. local time, with a mandatory pre-bidder's conference scheduled for July 18, 2025, at 9:30 A.M. in the Bernard Joyce Conference Room at City Hall. Evaluation criteria appear to emphasize technical competence, financial stability, and adherence to municipal specifications, with bidders required to demonstrate experience and equipment capabilities through submitted documentation.

No specific set-aside designations or restrictions for disadvantaged enterprises are explicitly mentioned in the procurement documents. The City of Altoona reserves the right to reject any or all bids and waive informalities, with the ultimate contract award determined by what is deemed in the best interest of the municipality. While precise budget ranges are not specified, the detailed technical specifications and bid tabulation documents suggest this is a substantial municipal infrastructure maintenance project. Potential bidders must complete various required forms, including an employment verification form, anti-collusion statement, and a comprehensive experience, equipment, and financial statement. The procurement process allows electronic submission through PennBid, with all bidding documents available at no cost on the platform, indicating an open and accessible procurement approach designed to encourage competitive bidding from qualified contractors.
