About this opportunity

The Colorado Department of Personnel & Administration is requesting sealed bids for full modernization of four elevators (three gearless passenger, one geared service) at the Capitol Annex Building, 1375 Sherman Street, Denver, with bids due August 27, 2026 at 11:00 AM MT and public opening at 11:10 AM MT. Addendum #1 issued August 21 expands scope to include roof-access hole enlargement, new lockable roof cover with waterproofing, and installation of Fire Command Center and Elevator Status Panel compliant with Denver Fire Protection Division requirements for elevators P1–P3 and S-4.

The estimated contract value is $2.23 million. Work includes furnishing all engineering, structural engineering, fabrication, materials, labor, permits, testing, and full-coverage preventive maintenance through the warranty period. The building will remain fully occupied during construction, requiring phased work to maintain vertical transportation and minimize tenant disruption. Construction is anticipated to begin September 14, 2026 and conclude June 15, 2027.

Bidders must demonstrate two years of operation under the same name, documented experience on at least two projects exceeding $1.5 million in hard costs, and bonding capability up to $2.23 million. A bid bond of not less than 5% of the total bid and performance and labor-and-material payment bonds of not less than 50% of contract value are required. Colorado prevailing wage applies under C.R.S. 24-92-Part 2 with provided wage determination. Buy Clean Colorado Act Environmental Product Declarations are required for eligible materials. Apprenticeship utilization certification is required for mechanical, sheet metal, fire suppression, sprinkler fitting, electrical, and plumbing trades; participating firms must have graduated a minimum of 15% of apprentices for at least three of the past five years. Colorado labor must constitute at least 80% of work performed.

The mandatory pre-bid meeting was held August 5, 2026. Requests for clarifications were due August 14 at 4:00 PM MT. Award intent notification is anticipated August 31, 2026, with contract approval anticipated September 11, 2026. A 5% bid bond must accompany all submittals, with confirmation of Addendum #1 receipt required on the bid form.
