About this opportunity
The DFW International Airport Board is soliciting bids for construction of a 1W Lift Station at North Express Parking in Dallas County, Texas, under a lump-sum contract with bids due August 6, 2026. The solicitation carries a Small Business Enterprise (SBE) set-aside, indicated in the Instructions to Bidders document title.
Bidders must submit proposals through the DFW Airport EUNA Procurement portal by the deadline. A pre-bid conference may be scheduled to allow question submission; addenda will be issued as needed. Bidders must register in the Board's Supplier Registration System, though registration is not a bid submittal requirement. Any written questions or modification requests are due prior to the Q&A deadline. Bids will be publicly opened and read aloud.
Contractors must perform at least 20 percent of the contract sum with their own employees. The mobilization fee shall not exceed 8 percent of the total Base Bid Amount; bids exceeding this threshold are deemed non-responsive. Contractors must provide labor burden documentation and actual costs within 21 days of award notification or contract execution, whichever is earliest; failure to provide this documentation may result in the Owner requiring Force Account work. Bidders must verify their ability to meet stated insurance requirements.
The Board will conduct and pay for Quality Assurance and acceptance testing; contractors must perform and pay for Quality Control testing. The Board may disqualify bids as non-responsive or non-responsible based on collusion indicators, litigation with the Board or cities of Dallas or Fort Worth, arrears on existing contracts, prior defaults, inadequate competency, uncompleted work, unsatisfactory performance history, undisclosed conflicts of interest, criminal indictment or conviction, or poor performance scorecard ratings. A Cone of Silence policy prohibits potential bidders from discussing solicitation aspects with Airport personnel except the listed contract administrator. Bids may not be withdrawn within 120 calendar days after opening.
