About this file
This file contains Instructions to Bidders for a lump sum construction contract issued by the DFW International Airport Board for the 1W Lift Station at North Express Parking project located in Texas. Bidders must submit proposals through the DFW Airport EUNA Procurement portal by the deadline specified in the Events schedule, with bids to be publicly opened and read aloud. A Pre-Bid Conference may be scheduled to allow bidders to submit questions, with addenda issued as needed to clarify solicitation items. Bidders are encouraged to attend all pre-bid meetings and must confirm their intent to comply with all contract documents, specifications, plans, and provisions. Any questions or modification requests must be submitted in writing prior to the Q&A deadline. Contractor qualifications, certifications, and licensing verification must be included in the bid package, and bidders are required to register in the Board's Supplier Registration System, though registration is not a bid submittal requirement. Bidders may not withdraw bids within 120 calendar days after opening.
For pricing, the mobilization fee shall not exceed 8 percent of the total Base Bid Amount, with bids exceeding this threshold deemed non-responsive. Contractors must perform at least 20 percent of the Contract Sum with their own employees. Bidders must verify their ability to meet stated insurance requirements and provide labor burden documentation and actual costs within 21 days of award notification or contract execution, whichever is earliest; failure to provide this documentation may result in the Owner requiring Force Account work. The Board will conduct Quality Assurance testing and pay for acceptance tests, while contractors must perform and pay for Quality Control testing. The Board may disqualify bids as non-responsive or non-responsible based on collusion indicators, litigation with the Board or cities of Dallas or Fort Worth, arrears on existing contracts, prior defaults, inadequate competency, uncompleted work, unsatisfactory performance history, undisclosed conflicts of interest, criminal indictment or conviction, or poor performance scorecard ratings. A Cone of Silence policy prohibits potential bidders from discussing solicitation aspects with Airport personnel except the listed contract administrator.
