About this opportunity
The Mississippi Department of Transportation (MDOT) is soliciting sealed bids (RFX 3160008058) for cable barrier repair services in District 5 across multiple counties including Hinds, Lauderdale, Madison, Rankin, and Scott. This is an on-call maintenance contract covering approximately 33.8 miles of existing cable barriers and encompassing repair, replacement, and re-tensioning services for high-tension cable barriers, terminal end sections, and cable posts in response to vehicle damage and similar incidents on Commission-maintained roadways. The scope of work includes four cable barrier system manufacturers (Brifen, Gibraltar, NuCor, and Safence) with specific pay items including cable barrier system repairs, terminal end repairs, cable rope replacement, turnbuckles, splices, Brifen peg replacements, annual inspections, re-tensioning, lane closures, and vegetative pad installation. Qualified bidders must possess all necessary equipment, facilities, and personnel; hold a Certificate of Responsibility from the Mississippi State Board of Contractors; and comply with the Mississippi Standard Specifications for Road and Bridge Construction (2017) and NCHRP Report 350 or MASH Test Level 4 criteria. Sealed bids are due by 10:30 A.M. on Thursday, June 4, 2026, with public opening to follow. The contract period runs from July 1, 2026, through June 30, 2027, with two optional one-year extensions that renew automatically unless either party provides non-renewal notification by certified mail before the final quarter of the current term. Response times must meet 4 days for repairs exceeding 100 linear feet and 2 weeks for repairs of 100 linear feet or less, with daily penalties of $750.00 for failure to meet restoration deadlines.
Bidders must submit a $5,000.00 bid bond and execute a $500,000.00 performance and payment bond prior to contract execution. All proposals must be submitted as a single business entity, with subcontracting limited to no more than 50 percent of the work. Contractors must comply with the Mississippi Employment Protection Act and register with E-Verify. Award will be made to the lowest cumulative total dollar amount based on unit pricing for a standardized scope including 1,000 linear feet of cable barrier reset, five terminal end section replacements, one annual inspection, 100 re-tensioning items, and 3,000 Brifen peg replacements. Bidders must provide unit prices for all pay items listed in the bid packet. No specific incumbent vendors or set-aside designations for disadvantaged enterprises are noted in the solicitation documents. The contract value is not explicitly stated but will be calculated based on the bid quantities and unit prices submitted by the lowest responsive bidder.
