Eligibility is restricted to vendors prequalified under prior RFPQ 19-RFPQ-1653309857-GSX — this is a sole-source vendor competition among approved contractors.
The scope encompasses property acquisition and complete demolition across twelve properties in Boone, Sugar Grove, Blowing Rock, and Villas. Six properties are mandatory acquisitions (172 Alex Place and 1750 North Pine Run Road in Boone; 293 Clint Lewis Road in Boone; 317 Wards Branch Road in Sugar Grove; 816 Edward Edmisten Road in Sugar Grove; and 936 Friendship Church Road in Boone). Six additional properties are optional at the State's discretion. Acquisition work includes owner notification, title searches, appraisals at pre-disaster fair market value, purchase offers, and closing. Demolition services include permits, utility disconnection, structure demolition, debris removal, land restoration, and post-demolition evaluation. Bidders must complete the provided Bid Worksheet (Attachment A) with firm fixed pricing inclusive of all labor, materials, transportation, overhead, and profit, and propose an overall project timeframe in days from Notice to Proceed through closeout.
For bids exceeding $500,000, a 5% bid bond (cash, cashier's check, certified check, or bond form) must accompany submission. Performance and payment bonds equal to 100% of the contract amount are required following Purchase Order issuance at a pre-demolition conference; omission results in termination. The contract term is one year from Effective Date, with work beginning within 14 business days of execution. Funding is federal HMGP with compliance required under FEMA regulations, FAR, and North Carolina law. Mandatory bid requirements include financial stability certification, Secretary of State registration proof, project references, HUB participation documentation, and federal compliance certifications. Written questions are due June 18, 2026, with responses by June 25, 2026.
