About this opportunity

The Mississippi Department of Public Safety Procurement Department is requesting bids for annual calibration and certification of laboratory instruments and equipment across all branches of the Mississippi Forensic Laboratory under IFB 1711-27-R-IFBD-00005, with bids due November 10, 2026 at 10:00 a.m. CST. ISO/IEC 17025 accreditation with scope coverage for field calibration at MSFL facilities is a mandatory qualification that filters eligibility.

The scope encompasses calibration of chemical fume hoods (44 units), scales (11 units), balances (70 units), centrifuges (36 units), pipettes (162 units), gauge blocks, UCADs, calipers, biosafety cabinets (5 units), graduated cylinders (32 units), autoclaves (6 units), pressure gauges, flow meters, and thermometers distributed across facilities in Pearl, Meridian, Gulf Coast, Batesville, and Oxford. Unit pricing for each service line item must remain constant throughout the contract term, and bidders must quote all line items; omission of any item results in bid rejection.

The contract term is 48 months with an option to renew for one additional year under the same prices, terms, and conditions, subject to Public Procurement Review Board approval and fund availability. Contract start is January 6, 2027. The bidder must have been in business providing calibration services for a minimum of one year and must submit current ISO/IEC 17025 accreditation documentation and a minimum of three professional references from organizations with similar service history. Award criteria include a minimum score of seven points from each of three reference checks (21 points total) to be deemed responsible; the contract will be awarded to the lowest responsible and responsive bidder. The contractor must maintain general liability or professional liability insurance with minimum limits of $1 million per occurrence naming MDPS as additional insured, assign an account representative, comply with all state facility policies, and provide corrective action within 24 hours of service deficiencies. Questions are due October 27, 2026. Award notification is anticipated for November 17, 2026. Payment is made within 45 calendar days of invoice receipt via electronic funds transfer, contingent upon fund appropriation by the Mississippi State Legislature.
