About this opportunity
The Virginia Department of Transportation is requesting bids for in-kind replacement of four rooftop HVAC units at the VDOT Lockwood Building in Mechanicsville, Virginia (Halifax County), with bids due July 16, 2026.
The scope covers replacement of four RTUs (RTU 1–4) serving the 154,877-square-foot, four-story building at 9120 Lockwood Boulevard. Work includes removal and disposal of existing units; installation of new Annexair rooftop units with DX cooling coils, supply and return air dampers with variable frequency drives, 2-inch composite panel construction, economizer louvers with demand-controlled ventilation, and direct digital feedback controls for temperature and humidity; replacement of roof curbs and flashing with composite panel construction and lifting lugs; refrigerant upgrade from R-410A to R-454B with integral leak detection sensors; installation of MERV 13 filters; new condensate drain systems with indirect roof drain connections; electrical reconnection of existing power from panels L4A and L4B with new 20-amp branch circuits and number 12 wiring from spare breakers; reconnection of lightning protection systems; and fire alarm interface for new integrated smoke detectors. BACnet MSTP controls integration and structural support evaluation are required. The scope explicitly excludes internal building modifications, ductwork, or VAV system alterations.
Work must comply with the 2021 Virginia Existing Building Code, 2021 Virginia Construction Code, and ASHRAE 90.1-2019 standards. The building qualifies for an exemption from the High Performance Buildings Act as renovation costs do not exceed 50 percent of building value. All demolition debris and scrap materials must be disposed of at approved sites with signed notifications provided to the owner's representative prior to disposal.
No contract value, contract term, evaluation criteria, pre-bid meeting date, or question deadline are specified in the source material.
