About this opportunity

Minneapolis Public Housing Authority is requesting bids on roof replacement and skylight repair services at 1515 Park Avenue, Minneapolis, Minnesota under IFB B26013, with bids due July 21, 2026 at 2:00 p.m. CDT. Davis-Bacon prevailing wage compliance is mandatory, and the contractor must meet Section 3 employment requirements (25% of labor hours by Section 3 workers, with 5% by Targeted Section 3 workers) and participation goals of 20% MBE and 7% WBE.

The scope encompasses all materials and labor for skylight replacement and level 1 roof replacement as detailed in Attachments L through L-1, with approval from the Project Manager required for any change order work identified after project commencement. Pricing must be submitted as a firm-fixed base bid with no cost escalation except for approved change orders; all fees must include labor, materials, overhead, and equipment. The contract period extends for the duration required to complete the work, with all work guaranteed for a minimum of five years and backed by a manufacturer's 30-year no-dollar-limit full system warranty.

A non-mandatory pre-bid conference and site walk-through is scheduled for July 7, 2026 at 11:00 a.m. CDT at the project site. Written questions are due July 10, 2026 by 2:00 p.m. CDT. Bids will be awarded on a low-bid basis following evaluation of responsiveness and responsibility. A bid bond equivalent to 5% of the bid price is required at submission; performance and payment bonds of 100% of the contract price are required upon award from an acceptable surety listed on U.S. Treasury Circular 570. The contractor must carry Workers Compensation Insurance ($500,000 minimum), General Liability Insurance ($1.5 million minimum with MPHA named as additional insured), and Automobile Insurance ($1 million combined single limit). Build America, Buy America Act domestic content requirements apply. MPHA is exempt from Minnesota State Sales and Use Taxes and Federal Excise Taxes; the contractor must pay applicable sales or use taxes on materials and supplies. A 5% retainage will be held on progress payments made at 30-day intervals. Bids must be submitted online through the Housing Agency Marketplace.
