About this opportunity

The City of Chicago Department of Water Management is requesting sealed bids for a Block Level Lead Service Line Replacement construction project on West 19th Street from South Hoyne Avenue to South Damen Avenue, with bids due October 8, 2026 at 11:00 a.m. Central Time, and a pre-bid conference on September 3, 2026 at 10:00 a.m. at the Sawyer Water Purification Plant. This solicitation is restricted to Small Local Business Enterprises under the City's Small Business Initiative (SBI-2) program — a hard eligibility filter.

The scope encompasses televised sewer inspection, sewer replacement with ductile iron pipe, house drain replacement with PVC pipe, new exterior and interior water service installation using trenchless and open-cut methods, meter installations, waste disposal, and temporary surfacing across 31 line items. Bidders must comply with Davis-Bacon prevailing wage requirements and American Iron and Steel provisions. Contractors must perform a minimum of 25% of the total work value with their own organization and forces.

The contract term is 115 calendar days from start of work. Bidders must submit a 5% bid deposit based on total base bid; the first and second apparent low bidders must deliver original bid deposits within two business days of bid opening. A performance bond equal to 33 1/3% of the contract value is required from the awardee only. The project is funded through a combination of IEPA (Illinois Environmental Protection Agency) and City funds, with contract modifications subject to approval by the Chief Procurement Officer, the Mayor, and the Comptroller. Payment terms are immediate upon invoice submission.

Questions are due by 3:00 p.m. Central Time on September 15, 2026. Bids must be submitted electronically through the City's iSupplier portal. Bidders must comply with multiple City ordinances including those related to business diversity reporting, economic disclosure statements, and contractor licensing.
