About this opportunity

The City of Chicago Department of Water Management is soliciting sealed bids for a Block Level Lead Service Line Replacement (LSLR) project on North Allen Avenue between North Kimball Avenue and North Milwaukee Avenue, with bids due October 1, 2026 at 11:00 a.m. Central Time through the City's iSupplier portal. This is a Davis-Bacon prevailing-wage project subject to federal lead service line replacement regulations under 35 IL ADMIN. CODE 663 and funded through a combination of Illinois Environmental Protection Agency (IEPA) and City funding.

The scope encompasses 21 line items: mobilization, traffic control, sewer televised inspection, test holes, replacement of existing sewers with ductile iron pipe in 6-inch and 8-inch diameters, replacement of house drains with PVC pipe, water main connections via pipe bursting and open cut methods, interior and exterior water service installations, meter installations, waste disposal, soil boring mobilization, and temporary asphalt surfacing.

The contract term is 140 calendar days from start of work. Bidders must submit a bid deposit equal to 5% of the total base bid and, if selected, provide a performance bond equal to 33% of the contract value. Contractors must perform at least 25% of the total work cost with their own forces; all subcontractors require approval from the Chief Procurement Officer.

Suppliers must be registered in iSupplier (allowing three business days for registration) and provide complete documentation including bid forms, schedule of prices, notarized proposal pages, business entity documentation, Economic Disclosure Statements, certificates of insurance, and Small Business Enterprise documentation as applicable. Questions are due September 15, 2026 at 3:00 p.m. Central Time. A pre-solicitation conference is scheduled for September 3, 2026 at 10:00 a.m. Central Time at the Sawyer Water Purification Plant.
