About this opportunity

The City of Chicago Department of Procurement Services is requesting proposals for turnkey electric vehicle charging infrastructure serving the Department of Fleet and Facility Management and the Chicago Department of Transportation under RFP 1332033, with proposals due September 28, 2026 at 3:00 p.m. Central Time. A mandatory pre-proposal conference was held August 13, 2026; questions were due May 5, 2026.

The scope spans two categories. Category A covers fleet charging for approximately 2,600 Level 2 stations, 37 DC fast chargers, and 16 solar charging stations across 66 potential sites. Category B covers public charging at seven initial locations with 28 charging ports total. The awardee must deliver design, engineering, permitting, utility coordination, site preparation, installation, operations and maintenance, and network management. Category B projects are subject to Buy America sourcing requirements and Davis-Bacon prevailing wage determinations for construction work exceeding $2,000.

Performance requirements include 97% minimum monthly uptime for Category A chargers and 80% uptime for Category B public chargers, excluding scheduled maintenance and qualifying outages. The city provides electrical service up to the junction box or distribution service point for Category A; vendors must coordinate with ComEd for grid upgrades and assume sufficient power is available.

The contract term is 60 months with optional renewal capability. Phase I priority sites are scheduled for installation within six months of award, with remaining sites phased based on funding and readiness. Pricing is submitted through Exhibit A8 (Category A) and Exhibit B6 (Category B) using a Schedule of Compensation format covering design, permitting, environmental assessment, utility infrastructure, site preparation, hardware and software, networking and data services, and repair and maintenance.

No MBE/WBE/VBE participation goals are specified; diversity is encouraged. Addendum 5, issued September 14, 2026, provided clarifications on electrical distribution, solar charging specifications, and auxiliary equipment requirements.
