About this opportunity

The City of Chicago Department of Planning and Development is requesting qualifications from minority-owned and women-owned business enterprises to establish a pre-qualified vendor pool for Target Market Planning Next Program consulting services, with submissions due August 21, 2026. Respondents must hold current MBE or WBE certification in the applicable NAICS codes — this is a hard eligibility requirement, not a preference.

The scope spans seven consulting categories: Urban Planning and Design, Real Estate Development Financial Planning and Analysis, Real Estate Development Project Management, Historic Preservation, Climate Change Sustainability and Resiliency Planning, Graphic Design and Video, and Community Engagement and Outreach. Respondents may qualify for one or multiple categories. Under the Target Market program structure, primes must self-perform at least 51 percent of task-order work with their own workforce and may subcontract up to 50 percent to other certified MBE/WBE firms. Respondents must accept the City's Master Task Order Contract terms without exception and provide comprehensive documentation: cover letters, executive summaries, resumes of key personnel, organizational charts, implementation plans, economic and legal-action disclosures, three years of financial statements, insurance compliance statements, and conflict-of-interest disclosures.

The initial contract term runs 60 months with the City retaining the option to extend for up to one additional three-year period. No total agreement amount is specified; the City will not guarantee work volume or value, and pre-qualified respondents must respond competitively to individual task-order requests. The City reserves the right to award multiple contracts across the seven categories to different pre-qualified respondents.

The pre-submittal conference is scheduled for May 7, 2026 at 10:00 a.m. CST at 2 North LaSalle Street, Chicago, with required pre-registration by May 5. Questions are due May 13, 2026 at 3:00 p.m. Central Time.
